About this opportunity

The City of Philadelphia is soliciting quotes for navy trousers under a small order purchase, with quotes due August 12, 2026. The award will be made as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award.

The procurement is posted on PHLContracts, the City's electronic bidding platform, and all quotes must be submitted electronically. A signed Consent and Authorization Agreement must be on file in the vendor's PHLContracts profile prior to bid closing; the agreement can be attached during registration or submitted with the first quote. For corporations, the agreement requires signatures from a President or Vice President and a Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer; for LLCs, partnerships, or sole proprietorships, signatures from authorized partners or owners are required.

The contract term is 365 days from the effective date in PHLContracts, with no obligation for the City to receive or pay for products ordered after contract expiration. Pricing must not exceed $45,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 and rounded to the nearest $1,000. All prices must be quoted net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Payment is made via electronic deposit only after delivery and City approval, with invoices submitted to the entity name shown on the purchase order.

Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence limit, and automobile liability insurance with a $300,000 per occurrence limit. Sellers must certify that they and their parent and subsidiary companies are not indebted to the City for delinquent taxes or other debts without an established payment plan. All quoted terms and prices remain valid for 60 days from submission or throughout the contract term for requirements contracts. The contract is governed by Pennsylvania law with venue in the Court of Common Pleas of Philadelphia County.

Submission of an LGBTQ Applicant Opportunity Data Form is optional and intended to identify LGBTQ-certified businesses interested in City contracts.
