About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is issuing an Invitation to Bid (ITB) for the construction of a 40-foot by 90-foot pre-manufactured pole barn with a metal roof over gravel at Triple N Ranch Wildlife Management Area in Osceola County. The project scope encompasses all grading, labor, materials, and equipment necessary for completion, with deliverables including a fully constructed and substantially completed pole barn structure in accordance with FWC-prepared plans and specifications. Eligible bidders must be certified general or building contractors licensed in Florida or registered in Osceola County, and all prospective vendors must be registered in the MyFloridaMarketPlace (MFMP) system and with SunBiz prior to bid opening. Key project milestones include a mandatory pre-bid conference and site visit on March 5, 2026, at 11:00 AM ET at 5285 N Kenansville Road, Saint Cloud, FL 34773 (attendance required for bid responsiveness); written questions must be submitted by March 13, 2026, at 5:00 PM ET with responses anticipated by March 18, 2026; sealed bids are due March 30, 2026, at 3:00 PM ET at the FWC Purchasing office in Tallahassee; and the anticipated award date is April 6, 2026. The contract establishes a substantial completion timeframe of seventy-five (75) calendar days from the Notice to Proceed with Construction, with final completion required within an additional fifteen (15) calendar days, and liquidated damages are set at $150 per calendar day for delays beyond the substantial completion date. Bidders must provide a bid guarantee of five percent (5%) of the base bid amount, demonstrate liquid assets of at least five percent (5%) of the base bid amount, and provide 100% performance bonds and labor and material payment bonds from state-acceptable surety companies.
The FWC encourages diversity in its procurement program and requests that bidders consider the State of Florida Mentor Protege Program for subcontracting opportunities with minority, women, and veteran-owned business enterprises, though no formal set-aside designations have been established for this procurement. No incumbent vendors or current contractors have been identified in the solicitation documents. The contract requires Build America, Buy America (BABA) compliance, mandating that all iron, steel, manufactured products, and construction materials be produced in the United States, as state funds are utilized for federal match purposes. Additionally, contractors must maintain builder's risk insurance and commercial general liability coverage with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate. The FWC has established an estimated budget of $100,000 for this project. All bids must remain valid for sixty (60) days following the public opening, and the successful bidder will be required to enter into a formal written contract with FWC within five (5) calendar days of notification.
