FWC 25.26.76C Questions & Answers Addendum Summary

This document is an Addendum No. 1 issued by the Florida Fish and Wildlife Conservation Commission (FWC) on March 18, 2026, providing clarifications and answers to seven bidder questions regarding Solicitation No. FWC 25/26-76C for the Triple N Ranch WMA Pole Barn project. The project involves construction of a 40-foot by 90-foot pre-manufactured pole barn with a metal roof at Triple N Ranch Wildlife Management Area in Osceola County, Florida. The addendum addresses technical specifications regarding structural materials, roof style, concrete requirements, permits, and warranty provisions. All bid responses must be received no later than 3:00 PM ET on Monday, March 30, 2026, with an anticipated award date of April 6, 2026. The successful contractor must achieve substantial completion within seventy-five calendar days from the Notice to Proceed, with final completion required within an additional fifteen calendar days.

Key technical clarifications from the addendum include the requirement for iron support posts to meet wind resistance and structural integrity standards, mandate for a gable-style roof constructed of 24-gauge metal with a minimum 10-year finish warranty (Galvalume acceptable), and concrete meeting a minimum compression strength of 3,000 psi using either wet or bagged concrete at the contractor's discretion. The FWC has already obtained necessary permits or permit exemptions from the St Johns River Water Management District, Department of Historical Resources, and Florida Natural Areas Inventory, with Osceola County confirming no County Planning Permit or Zoning Amendment is required; all other permits remain the contractor's responsibility. The estimated project budget is $100,000, with all bids requiring a five percent bid guarantee and valid for sixty days following public opening. Bidders must comply with Build America, Buy America (BABA) requirements, and the project is subject to liquidated damages of $150 per calendar day for delays beyond the substantial completion date.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

Are 8x8 post recommended for the project?

ANSWER #1

Materials used for support posts must meet minimum standards for wind resistance and structural integrity outlined in drawings and specifications. Iron support posts are preferred.

QUESTION #2

Would a Gable style Pole barn be acceptable or Is a Single Slope required?

ANSWER #2

Per the drawings and specifications provided after submitting a Confidentiality

Exemption Form (Attachment A on the Invitation to Bid) to

Randolph.Golightly@myfwc.com, a gable roof should be used for this project.

QUESTION #3

What color Roof is required for this project?

ANSWER #3

Per the drawings and specifications provided after submitting a Confidentiality

Exemption Form (Attachment A on the Invitation to Bid) to

Randolph.Golightly@myfwc.com, the roof is to be constructed of 24 gauge metal of standard color selection provided by manufacturer with a 10-year finish warranty.

Galvalume is also acceptable.

QUESTION #4

Wet concrete or bagged concrete required?

ANSWER #4

The type of concrete used is at the discretion of the Contractor, but it must meet minimum compression strength of 3,000 psi, per the drawings and specifications provided after submitting a Confidentiality Exemption Form (Attachment A on the

Invitation to Bid) to Randolph.Golightly@myfwc.com.

QUESTION #5

Is the bid winner required to pull the permits for this project?

mailto:Randolph.Golightly@myfwc.com mailto:Randolph.Golightly@myfwc.com

FWC SOLICITATION ADDENDUM 3

ANSWER #5

Per the Supplementary Terms and Conditions, the Florida Fish and Wildlife

Conservation Commission has obtained permits or permit exemptions from the St Johns

River Water Management District, the Department of Historical Resources, and the

Florida Natural Areas Inventory, and has confirmed with Osceola County that a County

Planning Permit and a Zoning Amendment are not required for this project. All other permits are the responsibility of the contractor.

QUESTION #6

Panel requirements

Can we specify the panel type for clarification? Design requirements call for a 10-year finish and 20-year weathertight warranty. This warranty requirement is uncommon for this type of application. The finish warranty for Galvalume is 25 years, and for painted finishes, it ranges from 35 to 40 years, depending on the manufacturer. I do not know of a manufacturer that will issue a weathertight warranty on an open framed pole barn. If this is the case, can we have the manufacturing companies' information and the model panel we are to use?

ANSWER #6

A 10-year finish warranty is the minimum requirement for metal roof panels. The minimum can be exceeded.

QUESTION #7

Paint requirements

These panels all come pre painted by the manufacturer. Is this acceptable?

ANSWER #7

Per the drawings and specifications provided after submitting a Confidentiality

Exemption Form (Attachment A on the Invitation to Bid) to

Randolph.Golightly@myfwc.com, the roof is to be constructed of 24 gauge metal of standard color selection provided by manufacturer with a 10-year finish warranty.

Galvalume is also acceptable.
