About this opportunity

The Florida Department of Transportation's Transportation Disadvantaged program is conducting a single-source procurement for Trip & Equipment (TE) Grant Allocation Formula Training, specifically seeking services from Thomas Howell Ferguson P.A. The procurement targets comprehensive training related to the TE funding allocation formula originally implemented in FY2021, with key deliverables including analysis and reporting of TE Grant invoice data for the Annual Performance Report (APR). Training services will encompass downloading relevant data, reviewing prior year TE grant invoicing, and calculating prior year TE funding allocations. The procurement notice is open from January 9, 2025, to January 31, 2025, with vendor information submissions required by 5:00 p.m. EST on January 31, 2025. The primary objective is to support the Florida Commission for the Transportation Disadvantaged in fully managing and implementing the TE funding formula and data analysis process, ensuring consistent application of the proprietary methodology developed by Thomas Howell Ferguson.

The procurement appears to be a direct single-source procurement without explicit set-aside designations or restrictions on responding organizations. Thomas Howell Ferguson P.A. is identified as the sole qualified vendor due to their original development of the allocation formula in FY2021, which positions them as the exclusive provider capable of delivering the specialized training. The estimated contract value is $45,000 for one year of training services, covering comprehensive instruction on the proprietary TE funding allocation procedures. The procurement is specifically focused on Leon County and involves the Florida Department of Transportation's Transportation Disadvantaged program. No additional vendors or competitive bidding process is anticipated, as the training requires intimate knowledge of the formula's specific computational and analytical methods developed by Thomas Howell Ferguson. The sole-source nature of the procurement is justified by the vendor's unique understanding and implementation of the original funding allocation framework.
