About this opportunity

The Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) is requesting proposals for a Tribal Asset Highest and Best Use Analysis covering their five-county service area in Southwestern Oregon (Coos, Curry, Douglas, Lane, and Lincoln counties), with proposals due July 10, 2026 at 2:00 p.m. PST and project commencement anticipated for July 27, 2026. A 5-point Indian Preference scoring incentive applies to training, employment, and contracting.

The scope requires a comprehensive evaluation of the Tribe's asset portfolio—land, real estate, and revenue-generating enterprises—with deliverables including comparative development concepts, high-level financial pro formas, and strategic prioritization across short-term (0–3 years), mid-term (3–7 years), and long-term (7+ years) horizons. Proposals must address market-driven development opportunities, land-use constraints, phased development scenarios, and identification of funding sources including federal programs, tax credit programs, and private investment. Pricing must be submitted as a "Not to Exceed" amount with detailed unit rates; travel to Coos Bay is required.

The contract term runs through February 26, 2027, with potential extensions at Tribal discretion. Minimum qualifications include an Oregon business license, demonstrated experience in economic development and financial strategic plan development, and competency working with Tribal Governments. At least three professional references are required, with preference for at least one Tribal organization reference.

Proposals are scored on a 100-point scale: relevant experience in asset evaluation and highest and best use analyses (30 points), demonstrated capacity to meet deliverables on time and within budget (25 points), value and cost effectiveness (20 points), overall response quality and RFP format adherence (20 points), and Indian Preference (5 points). No formal bidders' conference or site visit is required. The CTCLUSI reserves the right to reject any or all proposals, waive minor irregularities, request clarifications, negotiate contract terms, and cancel the RFP. No appeal, protest, or grievance rights are available regarding evaluation.
