About this opportunity

The Georgia Department of Corrections is soliciting responses from registered engineers and architects for professional design services on mechanical system upgrades at the Treutlen Probation Detention Center in Soperton, Georgia (Project GDC-23-TREU-SP-006-DP), with responses due by 3 PM EST on October 13, 2022, and a mandatory site visit on October 4 at 10:30 AM.

Respondent firms must be established entities licensed to practice engineering or architecture with a principal office located in Georgia. The Notice to Design Professionals and a notarized Contractor Affidavit under O.C.G.A. 13-10-91(b)(1) are required submissions.

The scope encompasses mechanical and electrical design and construction administration, including replacement of three air handling units, approximately 14 end terminal devices, one chiller, chiller evaporator pumps, and one direct expansion mini-split system for the recreation building office. Services also cover digital controls installation, air sterilization systems, rental equipment coordination during construction, commissioning and testing, asbestos and lead testing, weekly site visits with detailed reporting, and team meetings following each design phase. Deliverables include schematic design and design development documents, construction documents, bidding assistance, and construction contract administration.

Selection will proceed in two stages: initial qualification-based evaluation, followed by interviews with three or more highly qualified firms. Evaluation criteria are organization, design ability, past performance, ability to meet time requirements, budget limitations, and professional experience. Interested firms must email a list of site visit attendees to Fred Hastings (frederick.hastings@gdc.ga.gov) by 3 PM on September 28, 2022, for security clearance. Written and emailed responses must be mailed and emailed to Fred Hastings; hand-delivered submissions are not accepted. The GDC reserves the right to reject any or all statements of qualifications. NBP Engineering was subsequently awarded the contract.
