About this opportunity

Treutlen County, Georgia is soliciting statements of qualifications and proposals from architectural firms licensed in Georgia to provide preliminary design services for a Community Development Block Grant-Disaster Recovery (CDBG-DR) Resiliency Center project, with proposals due June 30, 2026 at 5:00 p.m. and a draft Preliminary Architect Report required by July 19, 2026. Section 3 Business Concerns are encouraged to apply; firms claiming Section 3 status must submit certification forms and comply with Section 3 of the HUD Act of 1968, which requires contractors to certify as 51% Resident-Owned Businesses, employ Section 3 residents for at least 30% of the workforce, or subcontract at least 25% of total contract value to Section 3 business concerns.

The scope encompasses preliminary design services for the potential 2026 CDBG-DR project and, if funded, full architectural services through construction management for implementing the Resiliency Center. Proposals must address firm history and resources, CDBG/EIP/RDF and other DCA grant program experience, key personnel qualifications, current workload, scope and level of service, experience with similar projects and references, proposed fees and percentages for the PAR, design services, and construction management services, and Errors and Omissions Insurance documentation.

Evaluation criteria consist of six categories, each worth up to two points: ability to provide necessary project disciplines, firm experience with this construction type, key personnel experience with this construction type, quality of reference information, experience with similar projects, and competitive pricing. Evaluators will confirm the firm can meet the PAR deadline and carries required insurance coverage. All contracts are subject to federal and state provisions prescribed by the Georgia Department of Community Affairs and must comply with Title VI of the Civil Rights Act, Section 109 of the Housing and Community Development Act, the Fair Housing Act, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, and the Architectural Barriers Act.
