About this file

This is a Statement of Qualifications Scoring Criteria document for Treutlen County, Georgia, in connection with a Community Development Block Grant-Disaster Recovery (CDBG-DR) Resiliency Center project. The county is soliciting statements of qualifications and proposals from architectural firms licensed in Georgia to provide preliminary design services for the potential 26 CDBG-DR project and, if funded, full architectural services for implementation. The project involves designing a Resiliency Center facility. Firms must submit responses by 5:00 PM on June 30, 2026, with a draft Preliminary Architect Report (PAR) required by July 19, 2026. Submissions should include firm history and resources, CDBG and other DCA grant program experience, key personnel qualifications, current workload, scope and level of service proposed, experience with similar projects and references, fees or percentages for PAR and design/construction management services if the project is funded, Errors and Omissions Insurance documentation, a completed Statement of Qualifications Form, and optionally a Section 3 Certification Form for firms claiming Section 3 Business Concern status.

The scoring criteria for evaluating firms consists of six categories, each worth up to two points: ability to provide necessary disciplines for the project, firm experience with this construction type, key personnel experience with this construction type, quality of reference information, experience with similar projects, and competitive pricing. Evaluators will also confirm that the firm can meet the PAR deadline and carries Errors and Omissions insurance. All contracts are subject to federal and state provisions prescribed by the Georgia Department of Community Affairs and Section 3 of the HUD Act of 1968. The project is funded through CDBG-DR resources, and Section 3 Business Concerns are encouraged to apply.
