About this opportunity

Hillsborough County Board of County Commissioners is soliciting competitive sealed bids (ITB-26-00257) for Tree Replanting of Scenic Roads and Miscellaneous Areas, with bids due May 26, 2026, at 2:00 PM Eastern Time through the County's electronic bidding system (Euna Procurement). The procurement encompasses comprehensive landscape installation and maintenance services including site preparation, soil amendment, planting and removal of various tree species, mulching, fertilization, watering, and protection of plant materials across eight scenic roadways throughout unincorporated Hillsborough County, including Causeway Boulevard, Citrus Park Boulevard, Pine Crest Manor Boulevard, Race Track Road, Van Dyke Road, Bruce B Downs Boulevard, 56th Street, and Ehrlich Road, totaling approximately 34,984 linear feet of median areas. The contractor must provide all labor, equipment, materials, and appurtenances for complete landscape installation and maintain all planted materials through a six-month establishment period following final acceptance, followed by a mandatory 12-month warranty period during which dead or unhealthy plants must be replaced within three weeks at the contractor's expense at no additional cost to the County. Specific deliverables include Florida Grade #1 minimum plant materials compliant with American National Standards Institute (ANSI Z60.1) and Florida Department of Agriculture standards, amended soil backfill consisting of specified soil and sand mixtures, organic mulch at minimum three-inch depth, 3-month slow-release fertilizer applications at planting and 3-month intervals, and watering for a minimum of 120 days from installation of the last plant. Contractors must demonstrate a proven and documented track record in preparing planting areas, soil amendment, tree planting and removal, and plant material protection and maintenance; provide proof of recent experience in substantially similar services; maintain valid licenses appropriate to the work category; and provide evidence of E-Verify registration and compliance. The County will award the contract to the lowest responsive and responsible bidder meeting all specifications, with work to commence within 120 days of purchase order receipt and delivery costs included in bid pricing.

No specific set-aside designations for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or veteran-owned businesses are identified in the procurement documents. However, all contractors must comply with E-Verify requirements, maintain legally authorized workforces, and incorporate IMAGE Best Practices for employment verification, and must certify compliance with Florida Statute 287.087 regarding drug-free workplace policies. Contractors are required to submit a completed Substitute W-9 Form for tax identification purposes, a Drug-Free Workplace Certification Form, and a Direct Deposit Authorization Form for electronic payment processing. Comprehensive insurance requirements must be maintained at the contractor's expense, including Commercial General Liability ($500,000 to $1,000,000), Automobile Liability ($300,000 to $1,000,000), Workers' Compensation and Employers' Liability (up to $1,000,000), Professional Liability ($1,000,000 per claim), Pollution Liability ($1,000,000 per occurrence), and Excess/Umbrella Insurance, with Hillsborough County named as certificate holder and Additional Insured. No incumbent vendor or current contractor information is provided in the procurement documents. The contract is estimated at $742,380.00 for the one-year period and is non-exclusive, with the County reserving the right to make the contract available to members of the Hillsborough County Governmental Purchasing Council under identical terms. Warranty provisions exclude damage from natural disasters, vandalism, extreme weather events exceeding 75 miles per hour, and atypical winter conditions, and contractors must remove all tree guying systems at the end of the warranty period.
