About this opportunity

The City of Greensboro, North Carolina, Planning Department is soliciting proposals for tree pruning, tree and stump removal, and stump grinding on approximately 4,000 trees, including about 500 removals, under a federally funded Inflation Reduction Act grant administered by the NC Forest Service. Proposals are due November 10, 2026 at 2:00 p.m. EST through the Greensboro eProcurement System. Work is limited to trees within the NCFS U&CF IRA project area, and the Contract Work Hours and Safety Standards Act applies. The solicitation carries no set-aside or preference program.

Minimum qualifications include five years of tree work experience, TCIA accreditation or ISA Certified Arborist or Board Certified Master Arborist ownership and supervisors, ISA-certified tree workers, and ISA-certified on-site supervision for all pruning crews. Emergency and priority response work bills at a separate hourly crew rate with a four-hour minimum and a maximum two-hour response window, or six hours if proposed. Contractors must maintain active NC Secretary of State and SAM.gov registration.

The City anticipates multiple awards and will price work at per-tree, per-DBH range unit rates from each awardee's Price Schedule, with no guaranteed quantities or minimum volumes. The City assigns work orders at its discretion based on tree complexity, equipment, and contractor availability. Evaluation uses best value, weighted at 25 points for qualifications and experience, 25 for project schedule, 20 for quality control and accuracy, 15 for plan and strategy, and 15 for overall cost.

The non-mandatory pre-bid meeting is October 28, 2026 at 9:00 a.m. via Microsoft Teams. Questions close November 3, 2026 at 2:00 p.m. The City anticipates an Intent to Award on November 23, 2026, contract execution on January 25, 2027, and field work beginning February 1, 2027. The term runs through March 28, 2028. Awardees must provide proof of insurance within seven days of award notification and employee background checks within ten days for work on City park land. Proposals must include notarized affidavits covering addenda acknowledgment, non-collusion, lobbying, debarment, and Buy America compliance or non-compliance.
