About this opportunity

The City of Longview, Texas is requesting proposals for procurement and delivery of approximately 4,250 trees across 90 species and cultivars in multiple container sizes (5-gallon through 15-gallon), funded through a reimbursable grant from Texas A&M Forest Service, with proposals due May 29, 2026 at 10:00 a.m. and an estimated contract award date of June 25, 2026.

All trees must comply with ANSI A300 standards and ANSI Z60.1 nursery stock standards. Delivery is required within 8 business days of order placement, with an estimated delivery schedule beginning in October 2026 (500 trees each in October, November, and December; 750 trees in January). All delivery is F.O.B. destination; proposers must provide fully burdened, all-inclusive costs covering the tree, transportation, freight, overhead, and labor. Trees carry a one-year warranty from delivery date, including true-to-name and live arrival guarantees.

The contract term is one year with four one-year renewable options, commencing July 1, 2026. Funding is provided through the City's current fiscal year budget (ending September 30) with any obligations beyond that fiscal year subject to budget approval.

Evaluation criteria are weighted as follows: 25% quality, biological health, and survival rate track record; 25% transportation and delivery timeliness; 20% experience and qualifications; 20% cost; and 10% maintenance and warranty. Proposers must submit three customer references from the past three years, equipment listings for offloading, and detailed transportation protocols including tarping and anti-desiccant application procedures. Sealed proposals require one original copy and one flash drive, with the cost proposal in a separate sealed envelope.

Proposers must verify compliance with Texas state law regarding Iran/Sudan sanctions, Israel boycott prohibitions, firearm discrimination prohibitions, and energy company boycott prohibitions, and must obtain Workers' Compensation Insurance and additional liability insurance naming the City as additional insured. The City reserves the right to award to multiple vendors.
