About this opportunity

The City of Greensboro is requesting proposals for tree inventory services covering approximately 10,000 trees and planting sites under a project funded in part by the NC Forest Service Urban and Community Forestry Financial Assistance Program (grant reference 26-1 TMP09), with proposals due August 25, 2026 at 2:00 p.m. EST. This procurement is subject to federal funding requirements and mandatory federal affidavits including Non-Collusion, Lobby Certification, Debarment Certification, and Buy America Compliance (or Non-Compliance) certifications, all notarized.

The scope comprises two deliverables: preparation of a Tree Inventory Plan (specifications document) due within 21 days of contract execution, and field GPS tree inventory services with monthly geodatabase updates and quality control reports, culminating in a final geodatabase deliverable April 1, 2027 and final inventory report June 30, 2027. Field collection must commence within 7 days of NC Forest Service Best Management Practice approval of the inventory plan. Contractors must deliver data in file geodatabase or shapefile format compatible with ArcGIS Pro using North Carolina State Plane coordinate reference systems.

Minimum qualifications require staff holding ISA Certified Arborist, ISA Urban Forestry Professional, or SAF Certified Urban and Community Forestry credentials plus a minimum of three years of municipal tree inventory experience, and ISA Tree Risk Assessment Qualified (TRAQ) credentials. GPS equipment must achieve sub-meter horizontal accuracy under open-sky conditions.

The contract term runs from an anticipated start date of September 15, 2026 through June 30, 2027. The City reserves the right to award multiple contracts. Evaluation uses a best-value matrix weighted as follows: Level of Qualification and Experience (25 points), Project Schedule (25 points), Quality Control and Accuracy (20 points), Plan and Strategy of Service Deliverable (15 points), and Proposed Overall Total Cost (15 points). Award will be made to the contractor with the lowest total cost, with unit pricing required for GPS street tree inventory, planting sites, and park/public property inventory. The question-and-answer period closed August 18, 2026.

The intent of this proposal is to receive a firm price for tree inventory services with an estimated count of approximately 10,000 trees and planting sites. This project is funded in part through the NC Forest Service (NCFS) Urban and Community Forestry (U & CF) Financial Assistance Program under the Inflation Reduction Act (IRA), grant reference 26-1 TMP09. The project area was identified through the city's 2025 tree canopy assessment, Keeping the Green in Greensboro, combined with TreeCanopy.us data and NCFS U & CF IRA project criteria. This project will have 3 phases, Tree Canopy Study, Tree Maintenance, and Tree Planting. This RFP addresses phase 1: Tree Canopy Study. The City of Greensboro is soliciting proposals from qualified firms and professionals to provide tree inventory planning and tree inventory field services in support of the project. This RFP covers two components: (1) preparation of a Tree Inventory Plan (specifications document), and (2) field GPS tree inventory services consistent with that plan.
