About this opportunity

North Bay Village is soliciting Statements of Qualifications from engineering firms to provide professional design services for stormwater, roadway, resiliency, and right-of-way improvements within the Treasure Island neighborhood, with responses due November 2, 2026 at 11:00 a.m. via DemandStar. BCC Engineering, author of the 2022 Stormwater Master Plan referenced in the project, is excluded from participation as a prime consultant or subcontractor.

The scope spans phasing and implementation strategy development (including a Phasing Optimization Analysis comparing alternative scenarios), stormwater infrastructure design (drainage wells, pump stations, outfalls, backflow prevention), roadway reconstruction and elevation improvements accounting for projected sea level rise and tidal flooding, and green infrastructure design. The Village requires integration of conceptual stormwater park materials from the University of Miami Center for Urban & Community Design and development of a dedicated stormwater park on a 0.19-acre parcel at 7560 West Treasure Drive. Services extend through design, permitting, bidding support, and construction administration.

Respondents must demonstrate five years of continuous operation under the same entity name and hold valid Florida professional licenses and entity certifications. At least one key staff member must hold an active LEED Accredited Professional (LEED AP) or Envision Sustainability Professional (ENV SP) credential; the Village strongly encourages additional expertise in nature-based solutions and green infrastructure. Emphasis is placed on relevant municipal experience with Florida municipalities.

Evaluation is weighted equally across four categories at 25 points each: firm qualifications and experience, project team qualifications and experience, previous projects and client references, and project implementation strategy. The Village reserves the right to request oral presentations from the top three ranked respondents, comprising 25 percent of final scoring. Required insurance includes Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($1 million), Workers' Compensation with Employer's Liability ($1 million per accident), and Business Automobile Liability ($1 million). Written questions are due October 13, 2026 at 3:00 p.m. Responses are binding for 180 days. The anticipated award date is December 15, 2026. Funding may be partially or fully grant-supported.

North Bay Village (the Village) is soliciting Statements of Qualifications from qualified and experienced engineering firms to provide professional design services for the implementation of stormwater, roadway, resiliency, and related right-of-way improvements within the Villages Treasure Island neighborhood. Core Project Components. The Project scope may include, but is not limited to, the following elements: Phasing & Implementation: Development of implementation strategies and construction phasing that consider funding availability, constructability, community impacts, and operational requirements, resilience benefits, and longterm lifecycle costs. The Consultant shall critically evaluate alternative implementation approaches and recommend a streamlined delivery strategy that reduces project fragmentation, minimizes the number of independent construction phases where practical, and accelerates the delivery of community resilience benefits. The Consultant shall prepare a Phasing Optimization Analysis comparing alternative implementation scenarios and identifying the approach that provides the greatest overall value based on resilience outcomes, constructability, schedule, funding opportunities, lifecycle costs, and community impacts. Stormwater Infrastructure: Improvements to stormwater collection, conveyance, treatment, storage, and disposal infrastructure, including drainage wells, pump stations, outfalls, backflow prevention devices, and associated facilities. Roadway & Right-of-Way: Roadway reconstruction, resurfacing, roadway elevation improvements, and associated right-of-way enhancements. Roadway elevations, drainage infrastructure, and associated improvements shall be designed to account for projected future conditions, including sea level rise, groundwater influences, tidal flooding, storm surge, and future rainfall conditions identified in the Stormwater Master Plan. Attention shall be given to maintaining access, minimizing impacts to adjacent properties, and enhancing overall neighborhood connectivity and functionality. Section 2. Services Page 13 of 66 Streetscape & Utility Coordination: Sidewalk, ADA compliance, curb and gutter, utility coordination, traffic calming, lighting, landscaping, irrigation, and streetscape improvements necessary to support the overall project objectives. Green Infrastructure: Design and implementation of green infrastructure and public-realm improvements within Village rights -of-way and other publicly owned spaces. These enhancements may include bioswales, permeable surfaces, urban greening, shade trees, landscape features, and other sustainable practices that support stormwater management, water-quality improvement, and neighborhood resilience. Improvements should be strategically located to maximize environmental benefit, and provide community value within the compact scale of Treasure Island.
