About this opportunity

The Massachusetts Department of Mental Health Southeast Area Agency is seeking bids for asbestos abatement at Pocasset Comprehensive Mental Health Center (CMHC), 830 County Road, Pocasset, under TRD01 Category 5 General Contracting Services, with bids due September 10, 2026 at 2:00 p.m. and a mandatory site visit September 2–3, 2026 between 8:30 a.m. and 10:00 a.m. The procurement is subject to Massachusetts prevailing wage requirements and small business set-aside provisions under the Small Business Purchasing Program (SBPP), with minority and women-owned business enterprise (MWBE) participation goals applied; workforce participation targets are 15.3 percent for minorities and 6.9 percent for women.

The scope encompasses removal and proper disposal of asbestos-containing materials from three areas: HVAC duct insulation (small section), 535 square feet of flooring in a maintenance shop office, and 30 square feet of flooring in a maintenance shop bathroom including base cove areas. The contractor must verify all measurements, identify interferences such as drop ceiling tiles and support grids, and arrange generator waste disposal shipping. Facility staff will separately handle furniture and fixture removal and contract air quality monitoring. The project is expected to commence in September or October 2026 with an anticipated duration of 2 to 3 days.

Contractors must hold appropriate licensing and bonding for hazardous materials handling and comply with Massachusetts prevailing wage schedules issued August 26, 2026 (Wage Request 20260826142634). Key wage classifications include Asbestos Worker (Pipes & Tanks) and Laborer: Hazardous Waste/Asbestos Remover, with apprentice rates and specified apprentice-to-journeyworker ratios. All contractors and subcontractors must maintain weekly certified payroll records and Statements of Compliance on file for three years, post the wage schedule at the worksite, and submit payroll documentation within 15 days of work completion.

The facility contact is Travis Sheppard, Facility Director, at 508-564-9627 or Travis.L.Sheppard@mass.gov. Evaluation will consider price competitiveness and qualifications, with preference given to eligible small businesses meeting SBPP criteria.
