About this opportunity
The Medical University of South Carolina (MUSC) is requesting proposals for comprehensive Travel Management Services to support its academic health system operations, with proposals due August 3, 2026 at 11:00 AM EST and a non-mandatory virtual pre-proposal conference on July 2, 2026 at 11:00 AM EST via Microsoft Teams.
MUSC seeks a Travel Management Company to provide domestic and international travel services for hospitals, outpatient clinics, research operations, and faculty, residents, fellows, staff, and students. The scope includes technology-enabled solutions with Global Distribution Systems connectivity, an Online Booking Tool with MUSC branding and policy enforcement, mobile compatibility, traveler self-management capabilities, 24/7/365 multilingual support, duty-of-care services, and integration with MUSC's Workday ERP system. Offerors must demonstrate a minimum of three years' experience providing travel management services to universities or comparable institutions and provide current or past client references.
Mandatory vendor registration is required prior to proposal submission. Offerors must carry Commercial General Liability insurance of at least $1 million per occurrence and Cyber/Privacy liability insurance of at least $5 million per occurrence. Special standards of responsibility include compliance with HIPAA-adjacent data considerations, PCI compliance for financial processing, federal and state privacy requirements, and data ownership retention by MUSC.
The contract commences September 15, 2026 with an initial one-year term and four optional one-year renewal periods, for a maximum five-year contract life. Award notification is expected September 3, 2026. Proposals must include one electronic technical proposal, one electronic business proposal, and one redacted copy of each, with detailed pricing for agent-assisted transactions, online bookings, group travel, and VIP services submitted in Excel format. Evaluation occurs in two phases: Phase I assesses technical compliance, security and compliance, implementation approach, higher-education experience and qualifications, and cost for best value; Phase II requires the up to three highest-ranked offerors to provide live system demonstrations in a SaaS environment. Questions must be received by July 2, 2026 at 5:00 PM EST.
