About this opportunity

The Sacramento County Probation Department is conducting a Determination of Interest (DOI) 23-002 to solicit information from community-based organizations interested in providing trauma-informed treatment programming for juvenile justice-involved youth ages 12-25 at the Youth Detention Facility. The procurement seeks IRS-approved 501(c)(3) nonprofit organizations capable of delivering comprehensive services including mental health assessments, trauma-responsive therapeutic services, trauma-focused skills building, case management, and community service linkage. Required qualifications include the ability to serve up to 50 youth simultaneously, provide services Monday through Sunday between 8 am and 8 pm, and be located in the Greater Sacramento area. Service providers must demonstrate licensing and certification of treatment service personnel and align with California Board of State and Community Corrections (BSCC) Title 15 regulations focusing on evidence-based interventions designed to reduce youth recidivism. The electronic response submission deadline was January 16, 2024, at 3:00 pm, with this DOI serving as an initial information-gathering phase potentially leading to a future Request for Proposal (RFP).

The solicitation is specifically restricted to nonprofit organizations with 501(c)(3) status, effectively limiting potential respondents to established community-based service providers with expertise in juvenile justice and trauma-informed care. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documentation. The procurement does not indicate existing incumbent vendors or specify precise award values or budget ranges. The initiative appears to be part of a broader effort to enhance rehabilitation services for justice-involved youth, with the potential contract focused on delivering comprehensive, trauma-responsive programming at the Sacramento County Youth Detention Facility. Organizations interested in this opportunity must demonstrate a clear organizational mission aligned with providing therapeutic interventions for youth, with the ultimate goal of supporting rehabilitation and reducing recidivism through targeted, evidence-based treatment approaches.
