About this opportunity
Los Alamos County, New Mexico is requesting quotes for Trauma-Informed Care Certification Training delivery to non-clinical County staff, with quotes due June 9, 2026 at 2 p.m. Mountain Time through the County's Bonfire Procurement Portal, and an estimated contract award date of June 26, 2026.
The County offers preference options under Los Alamos County Code Section 31-261(b) and New Mexico Statute Section 13-1-21 et al. to Local (Los Alamos) Business, Resident (New Mexico) Business, Native American Resident Business, Native American Resident Veteran Business, and Resident Veteran Business (annual gross revenues up to six million dollars for Native American and veteran categories). Local preference requires a current valid Los Alamos County Business License and principal office within Los Alamos County. Offerors requesting any preference must submit a completed Request for Preference Form with their proposal by the closing deadline; modifications after that date are not permitted.
The scope covers comprehensive training designed to enhance staff capacity in recognizing stress- and trauma-related behavioral responses, applying co-regulation and de-escalation techniques, and supporting employee wellbeing. Offerors must address training format, length, and cohort size requirements in their responses.
The contract term is anticipated at one year with an optional one-year extension at the County's sole discretion. The County reserves the right to issue a formal solicitation if total estimated not-to-exceed compensation exceeds the small purchase threshold of sixty thousand dollars. Cost proposals must be submitted for Year 1 and Year 2; price escalation mechanisms using dollar amounts, percentages, capped amounts, or indexed formulas (Consumer Price Index or Producer Price Index) are permitted. Travel reimbursement, if proposed, must comply with County guidelines: commercial airline coach, rental vehicles, mileage at IRS rates or minimum $0.45 per mile, lodging not exceeding $250 per night, and meal per diems of $90 for multi-day or $40 for single-day travel. Cost-plus-a-percentage-of-cost contracts are prohibited.
Questions are due May 28, 2026 at 2 p.m. Mountain Time; County responses are due June 4, 2026 at 4 p.m. Mountain Time. Offerors must submit a Campaign Contribution Disclosure Form, Verification of Authorized Offeror Form, Deviations or Exceptions to Sample Services Agreement Form, Certification Regarding Debarment and Suspension Form, and a copy of any offeror-provided terms and conditions. All work products become exclusive County property. The project is not anticipated to be grant-funded.
