About this opportunity
Gainesville Regional Utilities (GRU) is requesting bids on trash, recycling, and waste removal services across multiple facilities within its service territory under ITB 2027-002, with responses due October 16, 2026 at 2:00 p.m. and questions due October 2, 2026 at 2:00 p.m.
Award will be made to the lowest responsive and responsible bidder. The contract term runs October 1, 2026 through September 30, 2030, with options to renew for three additional three-year periods and extend for six months to allow completion of a new solicitation.
The scope encompasses collection services at eleven GRU facilities including water plants, energy centers, administrative and maintenance buildings, and service centers located in Alachua County and Graceville City, Florida. Contractor must supply clearly labeled, clean, secure refuse and recycling containers; remove solid waste Monday through Saturday (excluding GRU holidays) at frequencies specified in the pricing proposal; and restrict collection to between 7:00 a.m. and 10:00 p.m. within 600 feet of residential zones. Containers range from 1-yard cans to 140-yard compactors, with service frequencies from weekly to three times weekly, plus on-demand and as-needed roll-off services. Contractor must maintain containers in sanitary condition with annual steam cleaning, replace damaged containers within 24 hours, respond to missed collections within four hours, furnish all labor, equipment, cartage, transportation, and disposal costs, maintain ANSI-compliant leak-proof and fire-resistant containers, and assume responsibility for property damage during service delivery.
Contractor must carry commercial general liability insurance ($1 million), automobile liability insurance ($500,000), and workers' compensation insurance at statutory amounts, naming GRU as certificate holder with additional insured language. Contractor must comply with Florida e-Verify, implement drug-free workplace certification, certify anti-human trafficking compliance, and maintain cybersecurity safeguards for GRU information. Pricing must be firm and all-inclusive; GRU will not compensate charges not included in the response. All bids must remain valid for 60 calendar days from the due date, and the successful respondent must execute the contract within 15 calendar days of notice of intent to award. GRU intends to award by November 5, 2026. Responses must be submitted electronically via the GRU e-Procurement Portal.
