About this opportunity
The Oregon Cascades West Council of Governments (OCWCOG), serving as the administrative and fiscal agent for the Albany Area Metropolitan Planning Organization (AAMPO) in coordination with the City of Albany, City of Millersburg, Linn County, and the Oregon Department of Transportation (ODOT), is soliciting transportation technical services through a Request for Quotations (RFQ) with an 18-month contract period. The primary services encompass regional transportation planning support with two defined tasks: (1) project development for AAMPO's 2050 Regional Transportation Plan utilizing a corridor and scenarios approach, estimated at 50–60 hours, and (2) the Salem Avenue Conceptual Project, a multi-faceted initiative to identify improvements along the Salem Avenue corridor between Albany Avenue and the I-5 interchange at Old Salem Road (approximately 4.5 miles), estimated at 90–100 hours plus 5 contingency hours. The Salem Avenue project includes seven defined tasks spanning project management, conditions assessment with stakeholder meetings, project identification and design review, conceptual design solutions, public engagement through virtual open houses and online platforms, presentation of findings to the AAMPO Policy Board, and contingency work. Respondents must submit proposals electronically to Justin Peterson at jpeterson@ocwcog.org by Friday, February 7, 2026, at 11:00 PM PST, and must identify which known tasks they are interested in performing, provide qualifications and relevant experience of assigned key personnel with project references, submit a detailed fee schedule with fully loaded hourly rates for all staff including anticipated increases over the contract period, and include examples of similar projects completed for other agencies. All pricing must be held firm for 30 days from submission, and evaluation will consider contractor qualifications, experience, and proposed costs.
No set-asides, disadvantaged enterprise designations, or restrictions on organizational type are identified in this RFQ, and no incumbent vendors or current contractors are listed. The maximum total contract value for all services provided shall not exceed $150,000, with funding provided through OCWCOG's Community and Economic Development Department. Upon review of submissions, successful contractors will be notified of selection, and individual task-specific contracts will be established through negotiation of detailed scopes of work. Additional tasks beyond the two primary known tasks may be negotiated based on scope and cost as they arise during the 18-month contract period, allowing for flexibility in service delivery. There is no identified existing infrastructure or technology requiring integration noted in the RFQ documentation.
