About this file
This Request for Quotations (RFQ) is issued by the Oregon Cascades West Council of Governments (OCWCOG) in its role as the administrative and fiscal agent for the Albany Area Metropolitan Planning Organization (AAMPO), in coordination with the City of Albany, City of Millersburg, Linn County, and the Oregon Department of Transportation (ODOT). OCWCOG seeks transportation technical services to support regional transportation planning programs over an 18-month period. Two primary known tasks are defined: (1) project development for AAMPO's 2050 Regional Transportation Plan using a corridor and scenarios approach, estimated at 50-60 hours; and (2) the Salem Avenue Conceptual Project, a collaborative effort to identify improvements along the Salem Avenue corridor between Albany Avenue and the I-5 interchange at Old Salem Road (approximately 4.5 miles), estimated at 90-100 hours plus 5 hours to clarify scope. The Salem Avenue project includes seven defined tasks: project management and kickoff, conditions assessment with stakeholder meetings, project identification and design review, conceptual design solutions, public engagement through virtual open houses and online platforms, presentation of findings to the AAMPO Policy Board, and contingency work. The RFQ submission deadline is Friday, February 6, 2026, at 11:00 PM PST, with responses submitted electronically to Justin Peterson at jpeterson@ocwcog.org. Additional tasks beyond those defined will be negotiated based on scope and cost as they arise during the 18-month contract period.
Pricing must be submitted as fully loaded hourly rates for all staff, including any anticipated rate increases over the 18-month contract duration. The maximum total contract value for all services provided shall not exceed $150,000. All pricing must be held firm for 30 days from submission. Proposals must include an original signature from the company owner, sole proprietor, or authorized representative; identification of which known tasks the contractor is interested in performing; qualifications and relevant experience of assigned key personnel with project references; a detailed fee schedule with staff rates; and examples of similar projects completed for other agencies. No set-asides, incumbent information, or specific funding sources are identified in the RFQ. Upon review of submissions, contractors will be notified of successful selection, and individual contracts will be established for each task through negotiation of detailed scopes of work. Funding is provided through OCWCOG's Community and Economic Development Department.

Task 2: Conditions Led by Albany, Linn County, Millersburg, and ODOT staff, this task will involve a meeting with regional stakeholders. The purpose of this meeting is to identify current and well-understood issues on Salem Avenue and Old Salem Road. The study area is defined as Old Salem Road between the intersections of Albany Avenue and the Old Salem Rd/164 interchange at I-5 (approximately 4.5 miles) as shown in Figure 1. The study area shall include the highway intersections as depicted in Figures 2. & 3.
Additionally, OCWCOG will coordinate each partner to summarize all planned projects for the area from the Transportation System Plans (TSPs) or any other relevant plans, and provide a summary to the Contractor, which the contractor will review to help inform project findings.
Coordination meetings including draft concept and open houses and could include others as needed.
• Provide OCWCOG with a list of data desired/required to document existing site conditions and use.

• Create annotated draft and final site map to document existing site conditions (lane geometry, lane widths, intersection control, speed limits, bike and ped infrastructure, etc.).
• Facilitate up to two meetings with regional stakeholders.
• Provide a memo summary of the existing conditions.
• Coordinate with County and City staff/officials to obtain data to document existing site conditions.
Task 3: Project Identification and Design Review The contractor will review existing documents relevant to the corridor including long range plans, regulatory design documents, travel demand model outputs, and current traffic volume information that is available. This task will involve meeting with ODOT regional planning and design staff to hear their design constraints and considerations. An important part of this task will be clarifying the controlling design criteria and estimated future mode volumes that will impact design.
Specific plans to be reviewed include:
Albany Area MPO RTP (2023) City of Albany Refinement Plan (2003) City of Albany South Area Plan (2013) City of Albany TSP (2010) and Amendments (2011)(2013)(2015) City of Albany Transit Plan (2011) City of Jefferson TSP (2022) City of Millersburg Comprehensive Plan - Transportation Element (1995) City of Millersburg Transportation System Plan (2023) County of Benton TSP (2001) County of Linn County TSP (2005) County of Marion County TSP (2013) Traffic counts or new traffic studies (if applicable).

Task 4: Conceptual Design Solution As defined by Linn County in coordination with ODOT and the Cities of Millersburg and Albany, the contractor will develop a final product that could include conceptual layouts, short narratives on projects, projected cost ranges, schematic plans, and/or cross sections, to a degree of detail that, elected officials, and members of the public can understand the suggested improvements to the corridor. Design should consider MPO long range preferences and local TSP goals and projects, such as improved active transportation options and opportunities. The end goal should reduce congestion, include safety considerations of mixed used of travel modes near freight, and better North/South corridor functionality.
• Share conceptual designs with ODOT. Schedule a meeting with ODOT if needed to clarify any items prior to the project team meeting.
• Attendance at project team meeting to review conceptual design solutions with ODOT and regional stakeholders.
• Summary memo of the conceptual layout for the Salem Avenue Corridor.

Task 6: Presentation of Findings Contractor will develop a summary memo of the conceptual design process, public open houses, and any subsequential changes to the corridor concepts. This memo will include potential funding opportunities to pursue for more detailed design and construction. OCWCOG/AAMPO will provide a public input summary. The contractor will present this information to the AAMPO Policy Board, which can be attended virtually.
