About this opportunity
The County of Orange Social Services Agency is soliciting proposals for Transitional Residential Home Services at Tustin Family Campus, an RFP with a proposal due date of September 28, 2026 and a questions deadline of September 11, 2026. A valid Transitional Housing Placement Program (THPP) license from the California Department of Social Services Community Care Licensing Division is a mandatory qualification — the central eligibility gate. A 5% DVBE preference applies to scoring.
Respondents must meet minimum qualifications including five years of consecutive experience providing similar services and capacity to comply with California Welfare and Institutions Code Section 16522.1. The scope covers housing and supportive services for up to 22 Non-Minor Dependents ages 18–21 in Extended Foster Care across two residential cottages at 15405 Lansdowne Road, Tustin, California. Services include case management, independent living skills development, educational and employment support, crisis intervention, and transition planning, with individual service terms up to 12 months. The facility comprises 17,592 rentable square feet (8,796 per building) with ten parking spaces provided by the County. Operations run 24 hours per day, seven days per week.
Reimbursement is monthly at the THPP-NMD rate established by California Department of Social Services (currently $4,685 per NMD) plus an Orange County housing supplement of $613 per month. Monthly license fees to the County are $10,338 (or $8,580.54 below 90% occupancy) for FY 2027–28, $10,748 (or $8,920.84 below 90% occupancy) for FY 2028–29, and $11,174 (or $9,273.42 below 90% occupancy) for FY 2029–30. The contract term runs July 1, 2027 through June 30, 2030, with a potential two-year renewal at the County's discretion contingent on performance and continued funding. Funding is contingent upon State budget appropriations and Federal funding flow-through; the County makes no guarantee of minimum referrals or funding.
Contractor must maintain comprehensive insurance including Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000), Workers' Compensation at statutory limits, and Sexual Abuse and Molestation coverage ($1,000,000 per occurrence). Tentative interviews with top-scored firms are scheduled for October 27, 2026. All proposals must be submitted electronically through the County's eProcurement Portal.
