About this opportunity
The Atlanta-Region Transit Link Authority (ATL) issued RFP 22-064 on July 13, 2022, for large-scale bus inspection services covering annual fleet audits of over 60 buses and 15 non-revenue vehicles, with proposals due August 10, 2022. AmeriTran was awarded the contract on August 31, 2022.
A Disadvantaged Business Enterprise (DBE) participation goal of 9.62 percent applies to this federally funded contract under 49 CFR Part 26. Georgia's state income tax adjustment incentive under O.C.G.A. 48-7-38 encourages subcontracting with State-certified minority-owned firms.
The scope encompasses annual Fleet Audits with equipment grading and follow-up inspections (to be completed approximately two months after initial report submission), annual inspections of approximately 15 non-revenue vehicles with follow-up inspections, and potential whole Fleet Turnover Inspections covering all 165 buses and 15 non-revenue vehicles. Inspections are visual-basis only, including brake-stroke measurements and wear-indicator-pin examination; no road tests or diagnostic-code reading required, though check-engine, transmission, and HVAC warning lights must be documented. Fluid sampling is required for turnover audits. ATL will provide two bus bays with lifts and will endeavor to accommodate preferred inspection hours not exceeding 12 hours per day. Contractors are prohibited from performing repairs on identified defects. Inspections are performed at three ATL maintenance facilities in Norcross, Forest Park, and Marietta, Georgia, during off-peak service hours.
The contract term is three years commencing August 2022, with one optional two-year renewal at ATL's sole discretion. Compensation is structured according to hourly rates and task-based pricing with a maximum not-to-exceed amount; the final schedule is finalized at the initial kick-off meeting. The contractor must maintain Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Business Automobile Liability of $1,000,000 combined single limits, and Professional Liability of $1,000,000 per claim/$2,000,000 aggregate.
Evaluation weights 70 percent technical merit (Phase 1, up to 100 points based on experience, qualifications, project understanding, and fleet-inspection background; Phase 2 optional oral presentations up to 30 points) and 30 percent cost. Questions were due July 27, 2022. Addendum No. 1 was issued August 1, 2022.
