About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids for 2027 Type 3 Transit Vehicle Buses to serve Terrell Center for Youth and Mexia State Supported Living Center under an Invitation for Bid, with responses due July 21, 2026 at 10:30 a.m. Central Time. Questions are due July 14, 2026 at 10:30 a.m., with responses posted as an addendum at 3:00 p.m. the same day. The anticipated contract start date is July 31, 2026.
A Historically Underutilized Business (HUB) Subcontracting Plan is encouraged but not required. Bidders must submit HHS Solicitation Affirmations (Exhibit A) and the Pricing Sheet (Exhibit C) as mandatory requirements; failure to do so results in disqualification.
The contract term runs from Purchase Order issuance through August 31, 2026, with an option for HHSC to extend for up to one additional year at its sole discretion for continuity of service, processing a new IFB, or transitioning to a new contractor. Pricing must be firm, fixed-price as specified in Exhibit C. The historical monetary value for comparison is $115,000 per vehicle, provided as guidance only and not representing anticipated quantities. Price adjustments are permitted only at HHSC's discretion and must correlate with Consumer Price Index (CPI-W or CPI-U) published by the Bureau of Labor Statistics using a specified formula, or based on Federal Minimum Wage increases.
HHSC and the Department of State Health Services (DSHS) are both authorized to use any contract resulting from this solicitation. HHSC reserves the right to make a single award or multiple awards to achieve best value, contingent upon approval of the HHSC Executive Commissioner or designee. All responses are subject to the Texas Public Information Act and may be released publicly upon request. Bidders must maintain their offer as binding for 240 days from the response due date.
