About this opportunity
Inland Empire Utilities Agency (IEUA) is requesting proposals for transformer oil testing services across its five regional water recycling plants, a desalter facility, and a composting facility in San Bernardino County, California, under RFP-VC-26-010, with proposals due December 23, 2026 at 3:00 PM. Contractors must hold a valid California C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor license and comply with California prevailing wage requirements under Labor Code Section 1770.
The scope encompasses three integrated components: infrared thermographic testing of energized transformers; installation of standardized external oil sampling devices per ASTM D923; and laboratory analysis of oil samples using specified ASTM methods (dielectric breakdown voltage, Karl Fisher moisture, acidity, interfacial tension, color, power factor, furan, and dissolved gas analysis). The contractor must also develop standard operating procedures, evaluate nitrogen blanket systems, install monitoring instrumentation, and deliver four full-day training sessions for up to ten agency personnel on sampling techniques, infrared thermography, and preventive maintenance. Work is performed across six locations: RP-1 (Ontario), RP-2 (Chino), RP-4 (Rancho Cucamonga), RP-5 (Chino), CCWRF (Chino Hills), and CDA (Chino).
Key personnel qualifications include Level 1 or higher infrared thermography certification per ASNT standards. Selection criteria emphasize past performance on at least two similar projects within the past five years, with at least one for a utility or water/wastewater agency; personnel qualifications and certifications; proposed staffing and methodology; references; and timeline availability. Proposals must include fully burdened fee schedules with hourly labor rates for all task categories, materials, and installation costs, evenly weighted to allow additions or deductions at the agency's discretion.
The contractor must maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per accident), Workers' Compensation with Statutory Limits and Employer's Liability ($1 million per accident), and Professional Liability/Errors and Omissions ($1 million per occurrence / $2 million aggregate). The initial contract term is fixed with optional one-year extensions; invoices are paid within thirty days of Project Manager approval. A non-mandatory job walk is scheduled for November 3, 2026 at 10:00 AM at RP-1. Questions are due November 10, 2026 at 3:00 PM.
