About this file
This is a Request for Proposal (RFP-VC-26-010) issued by the Inland Empire Utilities Agency (IEUA), a regional wastewater treatment provider in Southern California operating five water recycling plants, a desalter facility, and a composting facility. The RFP seeks qualified contractors to provide transformer oil testing services across the agency's facilities, encompassing three primary components: infrared thermographic testing, installation of standardized external oil sampling devices, and comprehensive oil testing analysis. The scope includes visual and infrared inspections of transformers while energized, installation of external sampling equipment per ASTM D923 standards, collection and laboratory analysis of oil samples using specified ASTM testing methods (dielectric breakdown voltage, Karl Fisher moisture analysis, acidity assessment, interfacial tension, color analysis, power factor, furan analysis, and dissolved gas analysis), development of standard operating procedures, nitrogen blanket system evaluation, installation of monitoring instrumentation, and four full-day training sessions for up to ten agency personnel covering sampling techniques, infrared thermography, and preventive maintenance. The project locations include six facilities: RP-1 (Ontario), RP-2 (Chino), RP-4 (Rancho Cucamonga), RP-5 (Chino), CCWRF (Chino Hills), and CDA (Chino). A non-mandatory job walk is scheduled for November 3, 2026, at 10:00 AM at RP-1. The RFP deadline for submitting questions is November 10, 2026, at 3:00 PM, and proposals must be submitted electronically via PlanetBids by December 23, 2026, at 3:00 PM. The anticipated project start date is to be determined.
Contractors must possess a valid California C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor license and comply with prevailing wage requirements under California Labor Code Section 1770. Proposals shall include fully burdened fee schedules with hourly labor rates for all task categories, materials, installation costs, and all associated expenses, with all costs evenly weighted to allow for additions or deductions at the agency's discretion. The selection criteria emphasize past performance on at least two similar projects within the past five years (with at least one for a utility or water/wastewater agency), personnel qualifications and certifications including Level 1 or higher infrared thermography certification per ASNT standards, proposed staffing and methodology, references, timeline availability, contract exceptions, and project fee structure. The contractor must maintain Commercial General Liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability coverage ($1,000,000 per accident), Workers' Compensation with Statutory Limits and Employer's Liability ($1,000,000 per accident), and Professional Liability/Errors and Omissions ($1,000,000 per occurrence/$2,000,000 aggregate). The initial contract term is for a fixed period with optional one-year extension periods, and properly executed invoices shall be paid within thirty days following approval by the Project Manager. The agency reserves the right to accept or reject any proposals and may make a single or multiple awards.
