About this opportunity
The City of Sanford, Florida is requesting sealed bids for furnishing, installing, and testing electrical equipment and a new Process Instrumentation and Control System (PICS) at the Sanford North Water Reclamation Facility under IFB 25/26-15, with bids due July 23, 2026 at 2:00 p.m.
The scope encompasses a new concrete masonry unit electrical building; switchboard-style main breakers, automatic transfer switches, variable frequency drives, conduit, and wiring; site preparation and pavement restoration; and engineering, installation, testing, commissioning, and startup of an upgraded PICS with PLC hardware replacement and owner personnel training. All prospective bidders must examine the project site and bidding documents.
Bidders must demonstrate responsibility by providing evidence of at least three years of experience as a prime contractor and documentation of at least three similar completed projects, along with current audited financial statements prepared within the previous 12 months. Bid security at five percent of the maximum bid price is required for bids of $60,000 or greater. The project completion schedule is 750 calendar days from the Notice to Proceed.
The City reserves the right to negotiate with the lowest responsive and responsible bidder if the bid exceeds budgeted funds, and may exercise tax recovery options by purchasing designated materials, supplies, and equipment directly, with the contract price reduced accordingly. Bidders must comply with Florida licensing requirements, the Florida Trench Safety Act, and certifications addressing non-collusion, conflict of interest, public entity crimes, equal employment opportunity, debarment status, and drug-free workplace standards. Questions are due July 16, 2026 at 2:00 p.m. via VendorLink. All responses become public records under Florida Statutes Chapter 119.
