About this opportunity
The Florida Department of Transportation (FDOT), specifically the Office of Construction, is pursuing a single source procurement for TransCAD software licenses, support, and maintenance through a notice posted on January 17, 2025, with vendor responses due by February 10, 2025, at 5:00 p.m. EST. The procurement involves acquiring specialized transportation planning software from Caliper Corporation, a unique GIS-based modeling package that integrates geographic information system capabilities with demand modeling features not available in other general-purpose software. The software is critical for transportation planning throughout Florida, used by FDOT and state metropolitan planning organizations. The proposed contract term is three years, with the procurement focusing on software licenses, ongoing technical support, and maintenance services that require direct acquisition from the original developer. Specific deliverables include perpetual software licenses, annual maintenance, technical support, and potential software updates that maintain the specialized transportation modeling capabilities essential to FDOT's planning processes.
The procurement appears to be a non-competitive, single-source acquisition with no explicit set-aside designations or restrictions on responding organizations. Caliper Corporation is identified as the known and sole vendor, as they are the exclusive developer and distributor of the TransCAD software products and related services. The estimated contract value is $108,000 for the three-year term, covering software support and maintenance services. No alternative vendors or resellers are acknowledged, and the procurement emphasizes the proprietary nature of the software's components and maintenance requirements. The contract will be awarded through a direct purchase method contingent on written determination by the Department that the commodities or services are available only from this single source, in accordance with section 120.57(3) of Florida Statutes. The procurement will be posted and processed through the Vendor Information Portal, with final award details to be determined after review of any potential vendor information submitted by the February 10, 2025 deadline.
