About this opportunity
The Teacher Retirement System of Texas (TRS) is requesting proposals for training services in communication skills, core manager training, and/or leadership development, with proposals due August 21, 2026, at 3:00 p.m. Central Time.
Respondents must meet three mandatory qualifications: a minimum of three years of experience providing professional training to investment management professionals, financial services personnel, or substantially similar audiences; at least three relevant engagements within the last five years; and demonstrated ability to deliver training onsite, live remotely, or through both formats using industry-accepted platforms. Vendors may propose for all three service categories or select portions thereof.
The scope encompasses instructor-led training sessions (live onsite or live remote), planning sessions with TRS staff, email confirmations of readiness minimum four and two weeks prior to training events, pre- and post-training assignments, participant self-assessment tools, and sustainment activities to reinforce knowledge retention. TRS reserves the right to conduct pilot sessions and audit training effectiveness through participant surveys.
The contract term extends five years from the effective date with no optional renewals. Pricing must be firm, fixed, or hourly-based and fully loaded, inclusive of all performance costs, materials, equipment, labor, communication, and planning expenses. Annual pricing will be applied throughout the five-year term without escalation. Travel expenses, if approved in writing by TRS' Contract Manager, will be reimbursed according to State of Texas per diem rates. The contract is not-to-exceed a specified amount with no guaranteed minimum, and payment is contingent upon TRS acceptance of deliverables submitted through PAVES within thirty days of invoice receipt.
Proposals will be evaluated under a best value standard weighted as: Respondent Past Performance and Client References (25%), Respondent's Key Personnel (35%), Performance Details (25%), and Pricing (15%). A non-mandatory pre-proposal conference is scheduled for July 29, 2026, at 1:00 p.m. Central Time. Questions are due August 3, 2026, at 3:00 p.m. Central Time. TRS may conduct presentations, demonstrations, interviews, and/or site visits with top-ranked respondents in late September. Respondents must submit a VetHUB Subcontracting Plan if subcontracting is proposed. Contractors must maintain workers' compensation, employer's liability, and commercial general liability insurance with minimum coverage of $500,000 per occurrence and $1,000,000 in aggregate.
