Training for Public Workforce System Staff-Recruit

The Kansas Department of Commerce is seeking competitive proposals to deliver comprehensive training for public workforce system staff on recruiting businesses for participation in on-the-job training (OJT) programs aimed at hiring less experienced workers. The selected vendor will be responsible for designing and implementing a training program that equips participants with the skills and knowledge necessary to successfully engage and attract businesses to participate in these initiatives. The training and deliverables must be completed prior to September 30, 2024, and include published curriculum materials, virtual training sessions, and various forms related to OJT contracts, case management, and implementation. The contract will be awarded by the Procurement Negotiation Committee consisting of the Secretary of the Department of Administration, the Director of Purchases, and the Head of the Using Agency.

The procurement is open to interested bidders that submit a request for official invitation at least 24 hours prior to the bid event closing date of April 23, 2024. No pre-proposal conference is scheduled, but questions for clarification must be submitted by April 4, 2024. The contract may be subject to the State's Accounts Receivable Set-Off Program, and agencies may use a state-issued procurement card to make purchases under the resulting contract. The procurement includes a bidder preference program, and the contract award will be for a single batch lot of the comprehensive training services.
