About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB 758 2600000014) on behalf of all state agencies and political subdivisions to establish a master agreement for the procurement of training aids, materials, and equipment for industrial applications. The solicitation invites bids for various manufacturer and product lines, including companies such as Amatrol, Fanuc, Festo/Lab Volt, Kuka Robotics, Rockwell Automation, and Solidworks, with bidders permitted to submit bids on one or more manufacturer/product lines or unlisted manufacturers in a designated "Other" section. The resulting contract shall be established for an initial period from the date of award through October 31, 2027, with four optional two-year renewal periods subject to written approval and potential renegotiation of terms. Written vendor questions were due by September 2, 2025, with the Commonwealth's response issued by September 4-5, 2025, and bids closed on September 12, 2025, at 1:30 PM Eastern Time. The award determination utilizes a best value ranking approach based on Years in Business (50 points maximum) and completion of the required Bid Sheet (Attachment B) as a pass/fail requirement, with pricing submitted on the bid sheet separate from electronic submission of a nominal $0.01 unit price. Vendors must be registered in the Commonwealth eProcurement System prior to bid submission, maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and submit proof of Automobile Liability Insurance if delivering items or providing on-site services.
Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries and organizations serving individuals with disabilities such as Kentucky Industries for the Blind are eligible for statutory preferences equal to 15 to 20 percent of maximum points. Pricing shall be quoted F.O.B. Destination Freight Prepaid and Allowed, exclusive of Federal Excise Tax and Kentucky Sales or Use Tax, with prices remaining firm for the first twelve months of the contract and any subsequent increase requests requiring thirty days' written notice and justification based on industry-wide price changes. Prior to award, vendors must provide Revenue Form 10A100 (Kentucky Tax Registration Application), Certificate of Authority for foreign entities, required affidavits, and proof of required insurance coverage. The Commonwealth reserves the right to cancel the solicitation if responses exceed available funding and may issue additional solicitations to meet state agency needs without constituting a breach of contract, with listed quantities considered as estimates only. No incumbent vendors or budget ranges were specified in the solicitation documents provided.
