About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Maine Department of Transportation, issued an RFQ on November 4, 2022 for one 35-ton low boy paver special trailer, with quotations due November 14, 2022 at 4:00 p.m. Eastern Standard Time.

The trailer must be 47 feet overall length, designed to transport excavators and heavy construction equipment weighing 30,000 to 50,000 pounds. Required configuration includes an eight-foot upper deck, six-foot slope, 27-foot main deck, five-foot dove tail, and air-operated or self-contained electric-over-hydraulic ramps. All deliveries must be made to Augusta, Maine, with inspection within five business days of receipt. The state reserves the right to negotiate purchase of additional units at the bid price for six months following award.

Evaluation is conducted on best value basis, considering specification conformity, purposes for use, and delivery dates. Once goods conform to specifications, award is based on lowest price among compliant bidders; delivery timing may factor into the decision. The state reserves the right to reject the lowest bidder if that bidder has documented poor performance or a terminated or non-renewed contract within the last five years.

Quotations must be priced FOB Destination, with all shipping charges included and the state bearing no responsibility for goods until possession at destination. The state is exempt from federal, state, and local taxes on articles not for resale; taxes should not be included in pricing. A one-year warranty from delivery and acceptance is required, with the vendor responsible for all repair costs.

Required bid submittals include a bid cover page, debarment form, cost response, certifications, MaineDOT terms and conditions, company letterhead quote, product data sheets documenting specification compliance, and warranty information. The state reserves the right to reject any and all bids.
