About this file

This is a Request for Quotation (RFQ) document issued by the State of Maine Department of Administrative and Financial Services, Division of Procurement Services, on behalf of the Maine Department of Transportation for the procurement of one 35-ton low boy paver special trailer. The trailer must meet specific dimensional and functional requirements, including a 47-foot overall length with an eight-foot upper deck, six-foot slope, 27-foot main deck, and five-foot dove tail, designed to transport excavators and heavy construction equipment weighing 30,000 to 50,000 pounds. The trailer must be equipped with air-operated or self-contained electric-over-hydraulic ramps. Quotations were due November 14, 2022, at 4:00 p.m. Eastern Standard Time, with all deliveries required to be made to Augusta, Maine and subject to inspection within five business days of receipt. The state reserves the right to negotiate the purchase of additional units at the awarded bid price for six months following the initial award.

Pricing must be submitted on an FOB Destination basis with all shipping charges included, and the state is exempt from federal, state, and local taxes; therefore, taxes should not be included in quotations. Evaluation will be conducted on a best value basis considering specification conformity, purposes for use, and delivery dates, with award going to the lowest-priced compliant bidder, though delivery timing may factor into the final decision. A one-year warranty from delivery and acceptance is required, with the vendor responsible for all repair costs during the warranty period. Required bid submittals include a bid cover page, debarment certification, cost response, product data sheets documenting specification compliance, warranty information, MaineDOT terms and conditions acknowledgment, and company letterhead documentation. The state reserves the right to reject any and all bids and to reject the lowest bidder if that bidder has documented poor performance or a terminated or non-renewed contract within the previous five years.
