About this opportunity
The Ohio Department of Natural Resources is requesting bids for trail improvements at Barkcamp State Park in Belmont County, with quotations due May 8, 2026. The project is governed by Ohio Standard Terms and Conditions (Revision 033125), which impose comprehensive compliance obligations including NIST 800-53 moderate baseline security standards or ISO 27001 equivalents for contract data, commercial general liability insurance with $2 million per occurrence limits, workers' compensation at statutory limits, and 24-hour breach notification requirements with annual SOC 2 Type 2 audits at contractor expense.
The scope covers approximately 1,800 linear feet of constructed natural surface hiking trail consisting of two sections: one through an open grass area near the historical Mail Pouch barn and another through adjacent wooded areas. Work includes removal of deteriorated asphalt and an existing elevated walkway; installation of a 48-inch half culvert with cohesive fill; trail expansion to a finished width of 48 inches throughout; and preparation for future asphalt overlay. The completed trail will be non-motorized, all-weather, and accessible to hikers of all abilities, including wheelchair users, with interpretive signage. No storm water or construction permits are anticipated for this upland area project.
Contractors and subcontractors must perform all work exclusively within the United States and maintain all State data within U.S. borders unless written authorization is granted; service locations and data storage locations must be disclosed on the Affirmation and Disclosure Form. Executive Order 2022-02D prohibits performance by Russian companies or institutions. The State retains rights to withhold payment, offset damages, and terminate contracts for cause or for convenience with pro-rata compensation. Payment is due 30 days after proper invoice receipt. If individuals are classified as independent contractors, the Ohio Public Employees Retirement System (OPERS) acknowledgment form must be completed within 30 days of service commencement.

See attached for full scope The Ohio Department of Natural Resources is requesting bids for: DNR Barkcamp State Park Pioneer Village Trail Improvements
Background Information: The Barkcamp Trail, once completed, will be nearly 1,800 linear ft of constructed natural surface hiking trail. The trail is currently deteriorated asphalt and portions will need to be removed to create a new crushed aggregate trail suitable for hikers of all abilities. Scope of Work:
Since this is an existing trail in an upland area, no storm water permits or other construction permits are expected. The continuous trail will be comprised of 2 sections. Roughly one half of the trail is in the grass open area near the historical Mail Pouch barn within the campground. The second portion is through the wooded area adjacent to the historical barn. An existing elevated walkway will need to be removed and a 48" half culvert with cohesive fill is to be added in its place to an elevation similar to the existing deck height of the walkway that is being removed. The trail will need to be expanded in some areas to be a finished width of 48" in all areas. The intent, upon completion, is that this will be a non-motorized, all weather, natural surface hiking trail for hikers of all abilities, including wheelchairs, that will have interpretive signage along its path. This path may be overlaid with asphalt at a late date.
