About this opportunity

Georgia Department of Transportation is requesting proposals for traffic signal software to upgrade its central signal management system and 2070 controller firmware statewide, with proposals due October 3, 2014. The procurement establishes a single enterprise license supporting approximately 300 simultaneous users across GDOT staff and local maintaining agencies throughout Georgia.

The scope includes central signal software for operating, maintaining, and managing traffic signals; replacement of existing 2070 1-B and 1-E processor modules with 1-C modules; new firmware installation on upgraded processors; conversion of existing timing databases; and deployment and configuration assistance by licensed engineers or qualified professionals, quoted at per-intersection cost. The vendor must provide an open licensing agreement that permits new Georgia government agencies to be added as local maintaining agencies throughout the warranty period, with full system access for both GDOT and all participating local agencies.

GDOT anticipates a potentially aggressive deployment schedule and requests that offerers structure proposals and pricing to accommodate an accelerated timeline. Bidders are encouraged to register with the Georgia Secretary of State or the corresponding state agency in their headquarters jurisdiction. The solicitation was issued under the State Purchasing Act (O.C.G.A. § 50-5-50 et seq.).

A Notice of Intent to Award has been posted, indicating the procurement has advanced toward contract award.

Opportunity text

Pursuant to the State Purchasing Act (Official Code of Georgia Annotated §§50-5-50 et seq.), this electronic Request for Proposals (eRFP) is being issued to establish a contract with a qualified supplier who will provide Traffic Software to the Georgia Department of Transportation (hereinafter, the State Entity) as further described in this eRFP. The Georgia Department of Transportation (GDOT), in conjunction with the local agencies and municipalities they support, seeks to upgrade its existing central signal software and local 2070 controller firmware. This software is used for the purpose of operating, maintaining, and managing traffic signals. In order to upgrade our firmware, GDOT intends to replace all existing 2070 1-B and 1-E processor modules deployed in the field with 1-C processor modules. New firmware will be installed on the new processor modules with existing timing databases converted. It is likely that GDOT may pursue a more aggressive deployment schedule. Given that, the offerer should include a quote for database conversion, deployment, and configuration assistance completed by a licensed engineer, team of engineers, or other qualified professionals. This can be detailed at a per-intersection cost. GDOT and all of the local maintaining agencies must have access to the software and firmware. The system must be a single license for GDOT that allows all GDOT staff and local maintaining agencies to use the central system and local firmware. This means that approximately 300 system users may access the system simultaneously. The Offerer must provide GDOT with an open licensing agreement, so that new local maintaining agencies (government agencies within the State of Georgia) can be added through the duration of the Warranty period. Bidders of this solicitation are encouraged to be registered with the State of Georgia Office of Secretary of State or corresponding agency within the state of the business headquarters. Vendor must provid
