About this opportunity
The City of Atlanta Department of Transportation is soliciting bids through an Invitation for Bid for traffic signal upgrades at three Atlanta intersections, with written questions due October 29, 2026 and bids due November 19, 2026. The procurement is restricted under the Small Business Opportunity Sheltered Market (SBOSM) program to City of Atlanta Certified Small Business Enterprises acting as prime contractors, with a requirement for 100 percent self-performance or a documented minimum self-performance percentage.
Scope covers installing detectors, signal cabinets, and pedestrian push buttons at Lee Street at West End Avenue, Joseph E. Lowery Boulevard at Beecher Street, and Joseph E. Lowery Boulevard at Cunningham Place. Contractors must furnish all equipment, personnel, traffic control, aerial lift and bucket trucks, and hand tools, working to City of Atlanta and Georgia Department of Transportation specifications. The dominant NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors). The City reserves the right to expand or modify the scope without formal amendment, and it expects improved pricing for increased volume.
Offerors must submit a Schedule of Values, a bid security letter from a Georgia-licensed surety for at least 5 percent of bid value, and proof of insurability. Required coverage includes statutory Workers' Compensation, Commercial General Liability of $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million combined single limit, Excess/Umbrella Liability of $2 million per occurrence, and a Network Security and Privacy Policy of $5 million. The City of Atlanta is certificate holder. Offerors must also complete all Office of Contract Compliance forms, including the Covenant of Non-Discrimination, Good Faith Efforts documentation, Subcontractor Utilization Plan, and subcontractor Letters of Intent.
A solicitation conference was held October 26, 2026, from 11:00 a.m. to 12:00 p.m. Bids are due November 19, 2026, at 2:00 p.m. Eastern via ATLCloud, and late submissions will not be accepted. Award follows City Council legislation adoption and mayoral approval, and the successful bidder must execute the contract within five business days of eligibility notification.
