About this opportunity

The County of Sacramento Department of Transportation (SACDOT) is requesting bids for traffic signal parts on an as-needed basis through RFB #2026-RFB-0056, with bids due August 21, 2026 at 2:00 p.m., and questions due August 7. The solicitation is structured as a cooperative purchasing vehicle through the Sacramento County Procurement Alliance (SCoPA), extending purchasing authority to other governmental, educational, and non-profit entities beyond Sacramento County.

The scope covers four product bundles: Signal Heads & Hardware, Pedestrian Equipment, Signal Poles & Standards, and Wiring, Cable & Miscellaneous Signal Materials. Commodities include signal heads, pedestrian indications, detection systems, poles, mounts, pedestrian push buttons, and RRFB equipment. Vendors must submit percentage discounts off published manufacturer or distributor catalogs rather than individual line-item pricing, with discounts applying to the full product group within each bundle. Bidders must be authorized distributors, dealers, or resellers and must comply with Caltrans, MUTCD, TEES, and SACDOT specifications. Submission of a complete manufacturer or distributor catalog per bundle is mandatory. All goods must be new, unused, free of defects, and covered by manufacturer warranty.

The anticipated contract term begins September 7, 2026 and continues through September 6, 2027, with optional annual renewals available for up to four additional one-year terms, contingent on satisfactory performance, funding availability, and mutual agreement. No minimum order quantities are guaranteed. Multiple awards may be made to different vendors to ensure supply chain resiliency and accommodate varying delivery timelines and product availability. Award will be made to the lowest responsive and responsible bidder(s) based on the highest percentage discount offered for each bundle. The County reserves the right to verify discounts against manufacturer price lists and invoices and requires that offered discounts be equal to or better than any discount offered to other California governmental customers for the same manufacturers and product categories. Responses must be submitted electronically through the SacCountyEbids portal. Public bid opening follows the submission deadline, with responses remaining sealed during evaluation.

Opportunity text

The County of Sacramento Department of Transportation (SACDOT) is responsible for the construction, operation, and maintenance of the County's traffic signal systems, including signal heads, pedestrian indications, wiring, detection systems, poles, mounts, pedestrian push buttons, RRFB equipment, and various accessories. SACDOT performs continual maintenance and upgrades to ensure safe and reliable operation across the County's roadway network.

This Request for Bid (RFB) seeks competitive pricing from qualified suppliers for an as‑needed basis for traffic signal parts through a discount‑from‑catalog (or discount‑from‑price‑list) model. Rather than pricing individual line items, vendors shall provide percentage discounts off their published catalog(s) for specific product categories.

This contract is intended to simplify procurement, improve price consistency, reduce administrative workload, and allow SACDOT to purchase a broad range of traffic signal commodities, components. equipment and related materials as needed.

Multiple awards may be made, allowing SACDOT to utilize more than one supplier based on availability, delivery timelines, or urgency.

The anticipated contract term will begin September 7, 2026, and continue through September 6, 2027, with the option to renew annually for up to four additional one-year terms. Renewals will be contingent upon satisfactory performance, funding availability, and mutual agreement. Final contract execution will be subject to all terms and conditions established by the County's Contract and Purchasing Services Division, including compliance with safety requirements, and all applicable laws.

This RFB is part of a cooperative purchasing agreement through the Lead Participating Agency, County of Sacramento, for SCoPA (Sacramento County Procurement Alliance), a collaboration that allows the County and other Governmental, Educational, and Non-Profit entities to benefit from collective purchasing power and allow for efficient contractual processes for the supplier community. As a result, any selected bid may be utilized by additional participating entities, providing expanded visibility and potential for additional opportunities.
