About this opportunity

Orange County Public Works is soliciting bids for a comprehensive three-year Traffic Signal Maintenance Services contract covering 74 traffic signal intersections, 35 flashing light warning device locations, 16 in-roadway warning light systems, and 13 highway and bridge safety lighting locations throughout Orange County. The procurement is a fully electronic bid process conducted through OpenGov procurement, with bids due on May 24, 2024, at 2:00 PM, and all questions to be submitted by May 17, 2024, at 2:00 PM. Bidders must be qualified contractors with certified journeyman transportation systems electricians and IMSA-certified technicians, capable of performing regular scheduled maintenance, emergency maintenance, and additional work as needed. The contract requires contractors to pay prevailing wages, provide comprehensive insurance coverage, and submit detailed documentation including company profiles, references, conflict of interest disclosures, and other required forms. Evaluation criteria will focus on responsiveness, contractor responsibility, and lowest price, with the potential for multiple vendors to be awarded.

The solicitation includes specific preference policies for local small businesses (OCLSB) and disabled veteran business enterprises (DVBE), which can receive preferential consideration in the bidding process. Contractors must be prepared to sign a contract upon award, with corporate signatures provided in accordance with the Corporations Code. The total initial contract amount is not to exceed $975,000.00, structured as a firm-fixed fee arrangement with monthly fixed prices for regular maintenance and additional hourly rates for extra and emergency work. Compensation will be based on different technician levels, and contractors must provide all insurance requirements within seven days of award recommendation. The contract includes an initial three-year term with the option to renew for two additional one-year terms, offering potential long-term engagement for successful bidders. Interested vendors must register on the OpenGov Procurement platform and carefully review all attached documents, including the Model Contract, Solicitation Terms and Conditions, and Prevailing Wage information.
