About this opportunity
The City of Toledo, Ohio, through its Division of Purchases and Supplies, is soliciting bids under RFQ for 632 vehicular signal heads and 632 signal cables for the Department of Traffic Management, with bids due November 10, 2026 at 1:30 p.m. Eastern. Bids are opened at 2:00 p.m. Eastern via Zoom. Award evaluation includes an applicable local preference under Toledo Municipal Code section 187.34.
The heads are black, LED-ready, with 12-inch one-way lenses and backplates, and must comply with Institute of Transportation Engineers specifications. Housings are polycarbonate with galvanized steel or aluminum components. Backplates are louvered, wrought aluminum with anodized and painted finishes, including a continuous yellow reflective border. Cables must meet IMSA 19-1 and ship on 2,500-foot or 5,000-foot spools. Prices are quoted delivered to the City location named in the bid, and deliveries must carry goods receipts referencing the purchase order number. Quantities are estimated, and the City may increase or decrease them. The City may award to one or more vendors, with preference for a single supplier able to service the most items. Materials must equal or exceed bid specifications.
The source does not state a contract value. The contract term is not to exceed one year, with renewal options on a one-year basis, month-to-month, or for the number of years of the original term. Payment is due within 30 calendar days of acceptance of deliverables or receipt of a proper invoice, whichever is later. The contractor warrants deliverables for at least one year from delivery. Liquidated damages are 1% of order value or $250 per day, whichever is less.
A bid guaranty is mandatory in the form of a bid bond or certified check on a solvent bank, and a bid without one is non-responsive. For bids over $75,000, the guaranty equals 5% of the bid, capped at $200,000. Bids of $75,000 or less require 2.5%, with a $40 minimum and $1,800 maximum. Bids remain valid for 60 days. Successful bidders must return executed contract documents within five business days or forfeit the guaranty.
Every bidder submits project paperwork, a signed contract, a notarized child support affidavit, a W-9, an insurance certificate naming the City as additional insured, EEO compliance documentation, a debarment certification, a living wage affidavit, and a Bureau of Workers' Compensation certificate. New vendors also submit vendor and business tax registration forms. The living wage addendum sets minimum compensation at $17.45 per hour with single health coverage, or $20.63 per hour without. Contracts over $100,000 require commercial general liability coverage of $2.0 million products-completed operations aggregate and $1.0 million per occurrence, $1.0 million comprehensive auto, and $5.0 million umbrella, from an A- Best-rated insurer authorized in Ohio.
Lowest and best award considers bid price, past work experience with the City, and the applicable local preference. No weighting is stated. Questions must be submitted in writing through the PlanetBids Q&A tab, and City responses post there. Preliminary bid results post on PlanetBids within one day of opening.
