The signal heads must comply with Institute of Transportation Engineers (ITE) specifications and be constructed of polycarbonate plastic with galvanized steel or aluminum components. Backplates must be louvered, constructed of wrought sheet aluminum with a minimum thickness of 0.050 inches, anodized per MIL-A-8625 Type II or I, and painted with two coats of flat black alkyd enamel paint with a one-inch continuous yellow reflective border. The RFQ was issued on October 23, 2026, with bids due by 1:30 PM EST on Tuesday, November 10, 2026, and bid opening scheduled for 2:00 PM EST via Zoom. Preliminary bid results will be available within one day of opening on the PlanetBids portal.

Bids are evaluated on a "lowest and best" basis considering bid price, past work experience with the City of Toledo, and applicable local preference under Toledo Municipal Code section 187.34. All bids must be submitted electronically through the City's PlanetBids portal and include project paperwork, line items, a bid guaranty (bid bond or certified check payable to "City of Toledo"), and a signed contract. The bid guaranty is mandatory; failure to provide it renders the bid non-responsive. Vendors new to the City must submit vendor registration and business tax registration forms, while all bidders must provide a notarized child support affidavit, W-9, insurance certificate naming the City as additional insurer, EEO compliance documentation, debarment certification, living wage affidavit, and Bureau of Worker's Compensation certificate. Bid prices must be stated to two decimal places with only one price per line item accepted. Questions regarding plans and specifications must be submitted in writing through PlanetBids' Q&A tab, with City responses posted on the same platform.
