About this opportunity

Montgomery County, Texas is requesting bids on traffic signal detection upgrades (CSJ: 0912-37-267) with a submission deadline of November 12, 2026 at 2:00 p.m., and a question-submission deadline of October 30, 2026 at 2:00 p.m. The project is federally funded through the Federal Highway Administration and Texas Department of Transportation.

The scope comprises one Advanced Transportation Controller (ATC) Signal Cabinet system and one video-based detection system. The cabinet must be furnished and installed complete with internal assemblies — controller unit, Cabinet Monitor Unit, input/output assemblies, power supply, battery backup/UPS, communications components, and field termination assemblies. The cabinet must be fully compatible with Montgomery County's MyCity platform and Opticom priority/preemption systems. The video detection system must support multimodal counting and intersection data capabilities, including an edge processing unit and IP cameras; it must support NTCIP communication, SDLC interface, local MQTT API, and cloud-based REST API for data access and remote configuration.

All pricing must be all-inclusive with no separate charges for shipping, handling, delivery, or warranty coverage. Orders will be issued on an "as needed" basis with no guaranteed purchase volume. Pricing remains firm during the contract term.

Bidders must submit two sets of documentation — one original marked clearly and one electronic copy on flash drive — and complete all required certifications and forms including the Texas Ethics Commission 1295 form, Conflict of Interest Questionnaire, Israel Boycott Statement, Antitrust Certification, child support and felony conviction notifications, Build America Buy America Act self-certification, nondiscrimination assurances, debarment certifications, and performance and payment bonds as applicable.

Evaluation criteria include compliance with bid requirements, delivery, pricing, warranty, work history, and departmental needs. Montgomery County reserves the right to award multiple contracts or procure from other sources if deemed in the County's best interest. The contract commences upon award by Commissioners' Court and continues through the grant period of performance end date or other date as amended.
