The project seeks to enhance traffic signal operations throughout Montgomery County by upgrading existing legacy detection systems with modern technology capable of supporting countywide traffic management and signal system integration. The primary deliverables include one Advanced Transportation Controller (ATC) Signal Cabinet system furnished and installed complete with internal assemblies (controller unit, Cabinet Monitor Unit, input/output assemblies, power supply, battery backup/UPS, communications components, and field termination assemblies), and one video-based detection system with multimodal counting and intersection data capabilities including an edge processing unit and IP cameras. The bid was released on Wednesday, October 21, 2026, with a deadline for questions on Friday, October 30, 2026, by 2:00 p.m., and a submission deadline of Thursday, November 12, 2026, by 2:00 p.m. The contract will commence upon award by Commissioners' Court and continue through the Grant period of performance end date or other date as amended, with all pricing remaining firm during the contract term.

Pricing must be all-inclusive with no additional charges for shipping, handling, delivery, or other costs not specifically agreed to by the County, and all orders will be issued on an "as needed" basis with no guaranteed purchase volume. The project is federally funded, and no separate payment will be made for warranty coverage, with any ineligible federal costs becoming the County's responsibility. Bidders must submit two sets of documentation (one original marked clearly and one electronic copy on flash drive), complete all required certifications and forms including the Texas Ethics Commission 1295 form, Conflict of Interest Questionnaire, Israel Boycott Statement, Antitrust Certification, child support and felony conviction notifications, Build America Buy America Act self-certification, nondiscrimination assurances, debarment certifications, and performance and payment bonds as applicable. Evaluation will consider compliance with bid requirements, delivery, pricing, warranty, work history, and departmental needs, with Montgomery County reserving the right to award multiple contracts or procure from other sources if deemed in the County's best interest. The cabinet system must be fully compatible with Montgomery County's MyCity platform, Opticom priority/preemption systems, and ancillary equipment, and the video detection system must support NTCIP communication, SDLC interface, local MQTT API, and cloud-based REST API for data access and remote configuration.

SPECIFICATIONS (SCOPE OF WORK)

The purpose of this project is to enhance traffic signal operations throughout Montgomery County by upgrading existing traffic signal detection systems with modern detection technology capable of supporting countywide traffic management and signal system integration.

Many of the existing traffic signals currently operate using legacy detection equipment that provides limited functionality and operational flexibility. The proposed upgrades are intended to:

• Improve vehicle detection accuracy and reliability.

• Enhance traffic signal performance and efficiency.

• Support integration of detection data into Montgomery County's transportation management and operations platform.

• Improve the County's ability to monitor and manage signal operations across the transportation network.

• Reduce maintenance issues associated with aging detection infrastructure.

• Provide a scalable platform for future intelligent transportation system (ITS) deployments and corridor-wide signal management initiatives.

The County has determined that these improvements are necessary to improve traffic operations, maintain system reliability, and support continued deployment of advanced transportation management technologies throughout the County.
