About this opportunity
The District of Columbia Department of Transportation (DDOT) is seeking contractors for a Traffic Signal and Streetlight Utility Locating and Marking Citywide contract. The primary objectives include receiving, monitoring, and updating DDOT Miss Utility Service Requests through the District One Call Center, processing work orders using the DDOT Asset Management System (AMS), and investigating records and field conditions related to DDOT utilities. Contractors will be responsible for performing both Regular and Rapid Response services, which involve field locating and marking DDOT utilities within a 50-foot radius of proposed excavations, providing necessary labor, locating equipment, instruments, and marking materials (paint or flags), and maintaining traffic in accordance with regulations. The solicitation (DCKA-2020-B-0058) was originally posted and subsequently amended, with the final proposal due date set for March 26, 2021. Contractors must establish a dedicated 202 area code telephone line and email address for contract communications, ensuring continuous operational capability with sufficient computer hardware, software, and labor to handle historical inquiries.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Contractors will be subject to performance evaluations, with non-performance deductions to be reviewed during weekly progress meetings. A 5% retainage will be held from each progress payment, to be released upon contract expiration. The contract is not subject to the First Source Employment Agreement. While specific budget ranges are not detailed in the provided documents, the comprehensive nature of the services suggests a significant municipal infrastructure management contract. The successful contractor must demonstrate technical expertise in utility locating, asset management, and communication systems, with the ability to rapidly respond to service requests and maintain detailed records of utility investigations and markings. The contract appears to be a critical support service for DDOT's ongoing utility infrastructure management and safety protocols.
