About this opportunity
The City of Beaverton Municipal Court is issuing a Request for Proposal (RFP) to procure Traffic School Program Provider and Related Services to deliver accessible and effective Traffic Safety classes for eligible defendants. The Beaverton Municipal Court processes approximately 30,000 traffic citations annually with approximately 5,000 defendants enrolled in Traffic Safety classes in 2025, and this volume is expected to increase significantly due to the expansion of photo enforcement with three new camera locations. The selected vendor(s) must design, deliver, and maintain both online and in-person Traffic Safety classes that meet specific Court requirements, including Oregon-specific content addressing frequent violations such as failure to obey traffic control devices, photo red light citations, and mobile device usage while operating a vehicle. Classes must be available in English and Spanish with additional priority languages preferred, accessible via popular web browsers and smartphones, offered on nights and weekends, and compliant with Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards including closed captioning and sign language interpreter options. The vendor must integrate with the Court's systems via REST API to provide defendants' proof of completion electronically and maintain Court staff access to class rosters, attendance records, and pass/fail status through a searchable online application; retain all data and certificates for a minimum of five years; and provide technical support via phone Monday through Friday from 8:00 a.m. to 5:00 p.m. with a dedicated representative responding to Court inquiries within three business days. The contract is anticipated to commence August 1, 2026, with an initial five-year term extending through July 31, 2031, with potential renewal for additional one-year terms at the City's option, and the evaluation committee will assess proposals using a 100-point scoring system consisting of Project Approach and Understanding (45 points), Relevant Experience and References (25 points), Course Descriptions (15 points), and Fee Per Student (15 points), with the top-tier proposers invited to present on May 18, 2026. The proposal submission deadline is May 7, 2026, at 5:00 p.m. via the City's procurement portal, with contract award anticipated by June 16, 2026.
The City intends to select at least two vendors and requires proposers to demonstrate good faith efforts in utilizing COBID-certified (State of Oregon Certification Office for Business Inclusion and Diversity) enterprises as subcontractors, with an aspirational goal of 15 percent participation of COBID-certified firms in overall contracting activities. Proposers must comply with Oregon Revised Statutes and Beaverton's Contract Review Board Policy, including non-discrimination certification and resident status identification, and must disclose all subconsultants with their business certifications including Emerging Small Business (ESB), Minority-Owned Business (MBE), Women-Owned Business (WBE), Service-Disabled Veteran-Owned Business (SDV), Disadvantaged Business Enterprise (DBE), and Auxiliary Community-based Disadvantaged Business Enterprise (ACDBE) designations. The City's evaluation process includes a Beaverton Equity Procurement Program participation component worth 12 points in the initial proposal evaluation phase. Traffic Safety classes are priced on a firm fixed-cost-per-student basis paid directly by defendants with a maximum cost not to exceed $45 to $50 per course, with no additional compensation from the City; however, vendors must pay the City $5 per traffic school certificate to support API processing, and there is no minimum number of defendants guaranteed by the Court under the contract. Contractors must maintain commercial general liability insurance with minimum coverage of $2,000,000 to $5,000,000 per occurrence, workers' compensation insurance, automobile liability insurance, and professional liability insurance as applicable, and the City retains the right to terminate the contract for convenience with thirty days' notice or for cause immediately upon specified events such as material breach or loss of required licensure. Proposers must provide comprehensive descriptions of similar traffic school courses provided to at least two but no more than three other Oregon jurisdictions and must limit their proposal to 45 pages.
