About this opportunity
The Nevada Department of Transportation, through the State Purchasing Division, is soliciting competitive bids for a one-year open-term contract to supply waterborne traffic paint in 5-gallon buckets for District 1 (Las Vegas and Tonopah areas) under Invitation to Bid No. 80DOT-S3845, with bids due September 28, 2026 at 2:00 p.m. PT. Questions are due by September 14, 2026 at 5:00 p.m. PT. Awards may be made to multiple vendors on a lowest-cost-per-gallon basis.
The scope is ready-mixed waterborne Type II traffic line paint in red, white, and yellow, supplied in 5-gallon containers with comprehensive ASTM and Federal Test Method Standard specifications. Estimated quantities for bidding are 300 gallons of red, 1,500 gallons of white, and 1,500 gallons of yellow, though actual volumes may vary based on operational need and budget. Paint must be formulated with 100% acrylic resin, and all deliveries must be accompanied by written certification to that effect. Containers require specific labeling including specification number, color, manufacturer name, date of manufacture, batch number, weight per gallon, and tare weight. Deliveries must be made within 21 days of order placement to NDOT yards at 6610 Ullom Drive, Las Vegas, or 805 Erie Main Street, Tonopah. The State reserves the right to observe manufacturing and require complete formulation records.
The contract runs from award date through September 30, 2027, with a possibility of extension beyond the first year at the State's discretion. Bid prices are firm and fixed for the first contract year with no price increases permitted; after year one, price adjustments require substantial documentation of industry-wide changes. Vendors must maintain $1 million Commercial General Liability Insurance per occurrence and must respond to critical equipment issues within two hours and other problems within 72 hours. The contract is subject to cancellation for unacceptable paint delivery, late delivery, two missed deliveries within any one-year period, equipment incompatibility, or more than two batches failing baseline standards. Orders may be placed by NDOT, the State Purchasing Division, other state agencies, cities, counties, and political subdivisions as needed.
