The seed drill must meet specific technical requirements including a minimum 10-foot seeding width, 14-inch diameter sealed-bearing discs, minimum 2-inch by 15-inch packer wheels, adjustable meter feed system, minimum 14-bushel seed box, minimum 13-bushel fertilizer box with 1,000-pound capacity, minimum 7-inch road clearance, and a legume box capable of metering small seeds with a minimum 2-bushel hopper capacity; the approved model is the Duratech 107C or equivalent. All equipment must include operator's manuals, parts books, and service manuals (one set plus one additional set), be pre-serviced to manufacturer specifications, and carry a one-year warranty against defective materials and workmanship. Evaluation will be based on best value using a 95-point price component and a 5-point delivery time component, with pricing quoted on an F.O.B. Destination Freight Prepaid and Allowed basis. Written questions were due by May 7, 2021, with the Commonwealth's response issued by May 11, 2021, and the tentative award date is May 21, 2021. Bidders must submit responses electronically through the Kentucky eProcurement system with completed bid sheets and required affidavits; hard copy and emailed bids will not be accepted.
Reciprocal preference for Kentucky resident bidders and preferences for qualified bidders apply in accordance with KRS 45A.490 to 45A.494 and 200 KAR 5:410. Vendors claiming resident bidder status must submit the Required Affidavit for Bidders, Offerors and Contractors Claiming Resident Bidder Status, and foreign entities must provide a Certificate of Authority to transact business in Kentucky. All bidders must be registered in the Commonwealth eProcurement System and must submit an Annual Affidavit for Bidders, Offerors and Contractors certifying compliance with Kentucky campaign finance laws, sales and use tax registration, absence of delinquent state taxes or fees, and adherence to other statutory requirements. A one percent per day deduction from invoices will be applied for each day delivery is late, unless delays result from factors outside the vendor's control, and payment will be made within 30 working days of receipt of goods and invoice, with a one percent monthly penalty applied if payment exceeds 30 working days.
