About this file

This is a procedural instruction document provided by the Commonwealth of Kentucky detailing the process for submitting bids and proposals through the Kentucky Vendor Self Service (VSS) online platform. The document provides comprehensive guidance for vendors registered with the state to locate, access, and respond to solicitations posted on the VSS system, which includes Request for Bids (RFB), Request for Quotes (RFQ), and Request for Proposals (RFP) opportunities. The instructions cover account creation and login procedures, search functionality for locating specific solicitations by document ID or category, and the step-by-step submission process. Vendors are required to complete response forms that vary depending on solicitation type, including entering unit prices or contract amounts, specifying delivery days, and attaching supporting documentation such as bid sheets and affidavits.

The document outlines technical requirements for bid submission, including file attachment limitations of 65,000 kilobytes and the ability to designate documents as either standard or proprietary in nature. Submissions are subject to a 30-minute system inactivity timeout, after which unsaved changes are lost. The VSS platform allows vendors to include discount information and comments with their bids, review submissions prior to finalization, and withdraw responses while solicitations remain in open status. No specific pricing terms, contract values, set-asides, or award timelines are detailed in this instructional document, as it serves solely as a user guide for the online bidding process rather than documentation of a particular solicitation.
