About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, acting on behalf of the Department of Transportation, is requesting quotations for two 70 horsepower, 4x4 tractors with bucket attachments to establish a Master Agreement, with quotations due August 31, 2026 at 4:00 p.m. Eastern Standard Time.
The scope requires a heavy-duty liquid-cooled diesel engine with Tier 4 Final certification, 8-speed hydraulic shuttle transmission, fully enclosed climate-controlled ROPS cab, and quick-detach loader with 72-inch minimum bucket width. Bidders must provide manufacturer literature, warranty information, detailed specification sheets, and proof of in-state service facilities within 75 miles of regional headquarters in Scarborough, Augusta, Dixfield, Bangor, and Presque Isle. Comprehensive training is required: bidders must commit to providing minimum four hours of certified training to maintenance and operations personnel and supply operator and shop manuals. Equivalency documentation is required for any specification deviations.
The contract term runs October 1, 2026 through September 30, 2027, with four optional one-year renewal periods through September 30, 2031. Pricing must be submitted on an FOB Destination basis inclusive of shipping charges, guaranteed firm for a minimum of one year. The State is exempt from federal and state taxes and will not include tax charges in quotations.
The State anticipates two unit purchases over the initial contract period, though actual procurement depends on departmental need and budget. Evaluation will be conducted on a best-value basis considering specification compliance, delivery timelines, and overall state interests, with award to the lowest-priced qualified bidder. The State reserves the right to make one award, multiple awards, or no award. No best and final offers will be requested.
