About this opportunity

The Texas Comptroller of Public Accounts Statewide Procurement Division, procuring on behalf of the Texas Department of Transportation (TxDOT), is requesting sealed bids for two tracked telescoping boom excavators under IFB 304T-26-6014452832, with bids due August 20, 2026 at 1:30 p.m. Central Time. The equipment is proprietary — Gradall Model XL3200 V or equivalent — making exact conformance to brand, make, and model the central specification filter.

The scope includes two units, each with a liquid-cooled Tier 4f diesel engine rated at 172 net horsepower, automatic two-speed transmission, hydraulic telescoping boom (minimum 22 feet 3 inches), 807 pounds minimum rated lifting capacity, 360-degree swing, integrated cab with air conditioning and heating, and all-weather cab. Deliverables include a 60-inch ditch cleaning bucket, fixed thumb grapple attachment, complete overhaul manuals, replacement filters and belts, factory-trained technician instruction for a minimum of 16 hours, and Manufacturer's Statement of Origin. One unit delivers to Austin, TX 78753; the other to Waco, TX 76704. Unit prices must include all shipping, handling, delivery fees, and fuel surcharges via FOB Destination. Equipment must be new, unused, latest-model production, and federal yellow painted.

Warranty coverage requires a minimum of 12 months or 1,200 hours of use, whichever comes first, with 100 percent parts and labor if the manufacturer's standard warranty exceeds these parameters. Vendors must designate a Texas dealer location for warranty repairs and parts availability; major warranty repairs must commence within two working days of notification and complete within eight working days. Liquidated damages of $50.00 per unit apply for each working day of delivery delay. Minimum commercial general liability insurance of $500,000 per occurrence is required.

Evaluation is based on best value to the state, considering compliance with specifications, purchase price, risk of vendor non-performance, and delivery schedule. Questions are due August 11, 2026; responses provided by August 13. The contract term commences upon Notice of Award and expires August 31, 2026, or upon delivery and final acceptance, whichever occurs first. TxDOT reserves the right to request a pilot model unit for inspection and performance testing prior to accepting the full order.
