Tracked Telescoping Boom Excavator - IFB No. 304T-26-6014452832
This document is an Invitation for Bid (IFB) specification and attachment issued by the Texas Department of Transportation (TxDOT) under the Cooperative Purchasing Agreement (CPA) for the procurement of a tracked telescoping boom excavator. The specification details comprehensive technical requirements for a Gradall Model XL3200 V or equivalent unit, including a heavy-duty track-mounted carrier with an all-weather cab, liquid-cooled Tier 4f diesel engine rated at 172 net horsepower, automatic two-speed transmission, hydraulic telescoping boom system, and complete operational equipment. The unit must include specific performance capabilities such as minimum 22 feet 3 inches telescoping action, 807 pounds minimum rated lifting capacity, 360-degree swing capability, and integrated safety and comfort features including air conditioning, heating, lighting, and instrumentation systems. Deliverables also include a 60-inch ditch cleaning bucket, fixed thumb grapple attachment, complete overhaul manuals, replacement filters and belts, factory-trained technician instruction for a minimum of 16 hours, and a Manufacturer's Statement of Origin. Delivery must be completed within the timeframe specified on the purchase order, with liquidated damages of $50.00 per unit assessed for each working day of delay. Acceptance inspection and performance testing will be conducted within five working days of delivery, weather permitting, and payment will be processed 30 days after acceptance inspection completion and confirmation of specification compliance.
Warranty coverage requires a minimum of 12 months or 1,200 hours of use, whichever comes first, with 100 percent parts and labor coverage under the manufacturer's standard warranty if it exceeds these parameters. The unit must be painted federal yellow and comply with all current EPA emissions standards, SAE standards, ANSI safety requirements, and state of Texas safety, health, lighting, and noise regulations in effect at the time of manufacture. All components must be readily accessible for service and maintenance, with OEM filters and belts only acceptable as replacement parts. TxDOT reserves the right to request a pilot model unit for inspection and performance testing prior to accepting the full order, with subsequent deliveries required to match the accepted pilot model specifications. The vendor must designate a Texas dealer location and contact point for warranty repairs and parts availability, with major warranty repairs required to commence within two working days of notification and be completed within eight working days. If the vendor's authorized Texas dealer provides parts for minor repairs performed by TxDOT personnel, this arrangement must not void the warranty coverage.

Tracked Telescoping Boom Excavator
Requirements and Specifications
PART I
GENERAL CLAUSES AND CONDITIONS
1. The unit provided must meet or exceed all federal and State of Texas safety, health, lighting and noise regulations and standards in effect and applicable to equipment furnished at the time of manufacture.
2. It is the intent of TxDOT to purchase goods, equipment and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, TxDOT need, availability, and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged.
3. TxDOT encourages all manufacturers to comply voluntarily with the Society of Automotive Engineers
(SAE) Recommended Practice for marking of plastic parts per current SAE J1344 standard. All plastic components furnished to this specification should have an imprinted SAE symbol identifying the resin composition of the component so that the item can be recycled after its useful life. Manufacturers are encouraged to use recycled plastics and materials in the manufacture of their products in order to conserve natural resources, energy and landfill space. Respondents should note that future specification revisions may require mandatory compliance with the SAE plastic coding system. TxDOT is committed to procuring quality goods and equipment. TxDOT encourages manufacturers to adopt the International
Organization for Standardization (ISO) 9001-9003 standards, technically equivalent to the current
American National Standards Institute/American Society for Quality Control (ANSI/ASQC Q91-93) and obtain certification. Adopting and implementing these standards is considered beneficial to the manufacturer, TxDOT, and the environment. It is TxDOT's position that the total quality management concepts contained within these standards can result in reduced production costs, higher quality products, and more efficient use of energy and natural resources.
