About this opportunity

The Illinois Environmental Protection Agency is requesting proposals for four trace-level carbon monoxide ambient air monitors, with proposals due June 8, 2026.

The monitors must meet EPA certification per the Designated Reference and Equivalent Methods list as of December 15, 2025, and comply with Title 40, Part 53 of the Code of Federal Regulations — the defining technical filter. Required specifications include 120 VAC nominal power supply; integrated sample, zero, and span ports; user-defined ranges with 10 ppm, 5 ppm, and 4 ppm options; detection limits below 0.02 ppm; temperature and pressure compensation; remote login capable software with a minimum of 10 licenses; and Modbus protocol communication. The awardee must supply hard-copy manuals and two years of expendables, including at least two infrared sources annually. Equipment must be delivered and operational within 90 days of contract execution.

Vendors must comply with 34 distinct Illinois Standard Certifications covering legal, financial, ethical, and operational standards, including legal entity status, non-delinquent debt with the State, environmental and labor regulation compliance, equal employment opportunity requirements, cybersecurity clearances, and prohibitions against forced labor and child labor in foreign-made materials. The State retains ownership of all work products and intellectual property.

The initial contract term commences upon the last dated signature and extends for one year, with a maximum total term not exceeding ten years including renewals or extensions. A mandatory two-year warranty covers all items. General commercial liability insurance of $1 million per occurrence with $2 million annual aggregate and auto liability coverage of $1 million per occurrence are required. Vendors awarded contracts valued at $1,000 or more must pay a $15 fee to the Comptroller's Administrative Fund. The State reserves the right to terminate for cause, for convenience with 30 days' notice, or if appropriations become insufficient. Subcontractors with annual values exceeding $100,000 require prior written approval and must provide Illinois Standard Certifications.
